 AMPHITHEATER SOUND DEMONSTRATION

BELOW YOU WILL FIND VERBATIM COMMENTS OF A NUMBER OF BLOOMINGTON RESIDENTS.  THEIR APPROXIMATE ADDRESSES ARE INDICATED WITHIN THE PARENTHESES.

1.  (11-- Bliss Lane Circle)  I could hear all the words as well as the throbbing bass!

2. (108-- Emerson Rd.)  I almost called the police.  I did not know about the test.  My son, who is deaf, commented on the vibration.  He was very confused; he thought there were airplanes taking off by our house.  We could hear & understand the words.  Yuck!!  Friends at 96th and Penn vicinity could hear the noise.  I’m very fearful of loss in property value . . . this is my most valuable asset.  Seems to me that we need to collectively find a way to either prevent this threat or participate in lawsuits to get compensation.

3. (109-- Girard Curve)  That noise level was just incredible.  We are just sick wondering what this will do to the value of our home and neighborhood.

4. (110-- Girard Curve)  It may seem an exaggeration to put 10’s [very annoying] but truly it was.  We’re on the bluff across the river from the site and our windows and shutters were shaking.  We all got headaches after the first hour – my daughter was crying.  You could hear the lyrics inside the house – even with other music on and sequestered in a back room.

5. (109-- Glen Wilding)  I will file a lawsuit on behalf of any decline in value to my home because of noise pollution.

6. (109-- Humboldt)  The noise was horrendous – the kids were not able to sleep.

7. (106--James Rd.)  Fear of lower value of home.  Unable to hear TV inside house even when windows closed.

8. (10- -River Terrace Dr.)  Our concern is the decrease in personal property value that we will suffer as the result of the amphitheater.

9. (107- - James Rd.)  I accussed my neighbor across the street of their son starting drum lessons.

10. (107-- James Rd.)  I shouldn’t have to sit in my house with doors and windows closed and have to FEEL and HEAR music from the amphitheater.   Plus we had to turn up the TV in order to hear it.   The traffic is already loaded on 35W going north and south.   I believe it is wrong to put that type of development there.

11. (107-- James Rd.)  Was much worse than I ever imagined, even with the windows closed and the TV on, it was very obtrusive.   If I had not known about the test, the amount of noise was such that I would definitely call and report the disturbance.    We actually did try to notify the police and were not able to get through on the Bloomington non-emergency number because it was flooded with calls.   Both of my teenagers (15 & 17) complained that they could not get to sleep because the musc was too loud!  (They both enjoy loud music.)   The pounding of the bass was particularly disturbing because you could feel as well as hear it.

12. (108-- Glen Wilding Ln.)  I was neutral before the sound test.   I definitely do not want the amphitheater built.   Too much disruption.

13. (109-- Glen Wilding Pl.)   My 20 year old son was home the night of the sound test.    We know how loud young people, my son included, like their music.   He found the noise level annoying!   Our family did not know about the sound testing.  We thought someone in the neiborhood was having a party.   After awhile we called the Bloomington police again and that’s when we were told about the sound test.  Our house was completely closed because of the cool weather.    The noise would be horrific during the summer when all of our windows are open!

14. (10- - River Terrace Dr.)  Making a choice in the [concert] acts will not do.  This has to be stopped.  The bass sound and vibrations we felt Sunday at 10 p.m. was horrible.  I’m a P.T. musician and I didn’t like it.  For my tax dollars, I vote no.

15. (110-- Girard ) Last night, during the sound demonstration broadcast from Burnsville we experienced 60 decibles of music in our back yard.  The noise was overwhelming and it was everywhere.  We know that 60db is within the daytime standard, but it is unbearable.  Our neighbors were walking the streets to find the source of the disturbance.  One lady, from a considerable distance from our home, complained that she could not get her children to sleep.

We will not live with this noise in yards and homes.

16. (21- - Overlook Dr.)  The Black Dog Amphitheater will cause much stress for many with noise, traffic, and crime.  And will benefit no one.  It is difficult to see why any one would want to plant such a monster in a place that should be planted with trees – wild flowers, etc – rather than frighten wildlife , attract birds, etc.

17. (21- - Overlook Dr.)  Could hear the base with all the windows closed & TV on.  I realize that the proponents will say that this was an invalid test – but don’t understand why they would not allow an “onsite demonstration”.

18. (22- - Overlook Circle)  We were entertaining 8 adults, 5 teenagers and 4 seven to nine year olds.  And couldn’t believe how much we could hear very well while inside.  We’ll never be able to sleep with our windows open whenever there’s a concert!!

19. (22- - Overlook Circle)  When I first heard the music, I was in the computer room three rooms away from the river.  The windows were closed.  It sounded as if the next door neighbor had cranked up the volume on a stereo with their windows open or as if I was in slow traffic during rush hour with the air (windows up) and a twenties-something gangster boomboxter was right next to me sending vibrations through his barrel-drum woofer trunk and his four speaker open windowed coupe.  The noise was worse when we went to the open windowed porch, an imposition on even conversation.  At ten p.m., I was bothered when trying to sleep.  No mass group has the right to invade the sanctity of one’s home, an American protected right over the centuries. 

20. (22- - Overlook Circle)  We could never tolerate to live here with this as a constant intrusion.  It would change the whole character of the entire bluff area and its various neighborhood …destroying the very qualities that drew most residents to chose to live in this section of Bloomington.

21. (28- - Overlook Circle)  The amphitheater would be a great disgrace to the entire River Bluff area.  The noise level at certain times throughout the night were unacceptable . . . no offense to Roger Daltry or “Teenage Wasteland”!  The bass level could be physically felt at times.  It disrupted the solitude and peacefulness of the woods.  Once it even seemed to over power airplane noise.  No, thank you!

22. (28- - Overlook Circle)  Level of annoyance: 8)  It was a cold rainy night.  Our doors and windows were closed.  On a nice night they would be open and the noise would be much more annoying.

23. (29- - Overlook Circle)  We ask our Bloomington City Council and Mayor to consider the fact that excessive concert noise and crowd cheering will seriously affect our peace and tranquility and impact property values.  This is very serious.  We will help support any legal action.  Consider the increase in traffic problems and vandalism.

24. (30- - Overlook Circle) 7:25 PM  Bass came into house.  7:30  Teenage Waste, The WHO – the low rumble is terrible – airplanes went over and were less annoying.  They went away.  8:00 Whamp, Whamp W - --- very BAD.  DO NOT allow the amphitheater to be built.

25. (33- - Overlook Dr.)  In spite of competition from a thunderstorm, the booming of the drums was very audible and had it been a clear night, I am sure the reverberations would have been louder.  If conditions had been favorable for sitting outdoors, it would have been most annoying. 

26. (110—Glen Wilding)  Anyone who feels this is an appropriate site for a rock concert amphitheater is cordially invited to my patio of a replay.  He can then decide whether he would appreciate this kind of noise pollution in his own backyard.21.  (28--Overlook Dr.)  Heard music, especially drums at 6:30 p.m. on Sunday, 9/9/01.  Then it rained hard.  We left home before the rain stopped and did not return home until late that night.  

27. (110—Glen Wilding)    We oppose building an amphitheater in the MN River Valley.  Sound carries across the valley with virtually no diminution when there are light winds from SE to SW.

28. (31- - Overlook Dr.)  We didn’t hear much of anything.  Wouldn’t bother me.  Even though I did not hear the noise test, I am against the amphitheater.

29. (32- - Overlook Dr.)  Irritating bass sounds.  Sounds like it’s next door.  Noise level objectionable.  Rock Music objectionable.  Hear all too clearly on a cloudy eve.  What happened to the peaceful river valley.

30. (31- - Overlook Dr.)  7:30  PM  Heard noise but could not understand what was being played
7:45 Could hear drums beat.  Planes made more noise.  Had to be away from the house to hear anything.

31. (26- - Overlook Dr.)   Sound not too bad but not accurate enough test.   No audience noise included.

32. (29- - Overlook Dr.)  Can hear the bass.  Don’t let it be built.

33. (28- - Overlook Dr.)  Heard noise.  Don’t want it built.

34. (23- - Sherwood Circle)   I heard the”music” loud and clear on the 106th bridge.   The noise was even louder behind the old 9- mile school on 108th and Morgan.

35. (23- - Sherwood Circle)  The noise is BAD!

36. (108 -- Humboldt Ave.)    The test confirmed my worst fears about the noise.

I could not get away from it.  It was like a noisy High School Graduation pool party going on in my backyard and my front yard at the same time.  Animal House was tame compared to this.

 Timing:  I heard 'The Who' at about 7PM.  When 'The Who' ended at 10:20 PM is seemed so much louder than earlier in the evening.

By this time I had a number of very concerned neighbors.  One called my wife in near hysterics!  She had already called the Burnsville Police Department who advise her they have already received a number of complaints.

I [called] the Burnsville Police to complain also.  I was told to contact Greg Konat at City Hall.  I should have called him at home!  THANK YOU...THANK YOU...THANK YOU!!!!!!!!!"

37. (110 -- Glen Wilding Lane)  The NOISE!!!!! is terribly loud. I have people who go to bed at 9:00.   Two phone calls were made to the Bloomington non-emergency number to report the noise and one to the Burnsville number.
Am I S.O.L. until 10:00 every time a concert goes on (in the event this becomes real). What happens when it goes passed 10:00?
I have been involved in a number of the meetings on both sides of the river. I knew it would be loud and disturbing but even I DIDN'T THINK IT WOULD BE THIS LOUD.

I am writing this at 8:30 PM. The music has been so loud I can still hear it over my TV which has been turned way up. Talk about noise pollution and long-term effects on hearing loss. All of the different sorts of music have been loudly audible since about 7:10 and are still going on.   There also was a spurt around 6:30 for about ten minutes or so when I couldn't figure out where it was coming from.

38. (107-- Hopkins Circle)  Forget it!! Bad.

39. (107-- Hopkins Circle)  That was soft music, too – NOT HEAVY METAL

40. (107-- Hopkins Circle)  We must do everything possible to stop this nuisance from becoming a reality!

41. (107-- Hopkins Circle)  Totally opposed to the amphitheater – but if it does come, can the direction of the noise be pointed towards Burnsville – rather than Bloomington.

42. (5-- Mission Rd.)  Concerning annoyance levels, I rate a level of 10 as loud enough to injure my hearing.  A level of 1 is barely a whisper.   Level of annoyance - 7.

43. (1-- Spring Valley Dr.)  We have triple pane windows.  We had all doors and windows closed with TV on.  I could hear the exact songs clearly, knew the lyrics and could sing along.  The bass was atrocious.

44. (1-- Spring Valley Dr.)   I hate the idea!   Nothing about it makes any sense.

45. (3-- Spring Valley Dr.)  We are afraid our house will depreciate greatly.  This is unacceptable to force this on us by the City of Burnsville and Rose Wild.  We are very close to Hopkins Circle where the noise level is extremely high.  My husband and I are very opposed to this amphitheater.

46. (102-- Lyndale So.)  We are an elderly couple living in a mobile home.  As anyone knows – have thin walls and does not keep out noise – so any added noise will be annoying, so hope this can be stopped.

47. (2-- E. 107th St. Cir.)  The noise of the music was very irritating and audible in our house with windows closed.   If the amphitheater is anywhere as loud as the sound demo, we don’t want it.  We don’t care whether the noise standards are violated – it’s just too loud.

48. (107-- Penn Ave. So.)  The noise was so loud I couldn’t get my kids to sleep.

49. (107-- Washburn Ave. So.)   If the amphitheater is built, it will in no way add to the quality of life for the citizens of  Bloomington.

  50.    (109-- Washburn Ave. S.)     I was not here to hear the demonstration but if I can hear anything, I’m against the amphitheater.
