The story picks up a few weeks after The Serpent Wars, with loads of action, intrigue, love, and suspense. A murder plot is concocted by elite members in Cobra, and the blame falls on a rather high-ranking GI Joe--the Commander to be exact.... Treacherous terrorist, Kasche Collins continues his web of terror and evil, by inking his services with Cobra. But who's side is he on? The quarells between Serpentor and Cobra Commander heat up, and almost split Cobra in two....AGAIN!

While Cobra tries to hold itself together, the Joes launch a rescue mission, looking for CBDC Lt. Jason Chance...will they find him? In the morning in Concord Anoc, Michael Skyes and the McKenzy's awake to the sound of gunfire and Cobra troops invading the small city. Mercer is confronted by a fellow Joe, who convinces him to tell his story... Mercer leaves, in search for Andrei, and finds himself neck deep in Cobras. Following on the footsteps of the imprisonment of their commander, the Joes must move it on alone or all may be lost as Cobra constructs several electric paralyzers, and begins placing them all of over the world. Cobra Commander fights with Serpentor, but both coporate immediatly, upon finding out about the creator of Corba...a Fascist idealist who came up with the very idea of the organization. And it becomes a race to Concord Anoc--where this mysterious snake founder resides--both sides want to capture him...And both sides would like to kill him...But Cobra Commander sees an ally in him....
