First some info for the newbies to the game (YOU WAITED HOW LONG TO GET THIS GAME???)...

First things first... Don't rush into the game and go right to the Simulation mode, save that for after you get a feel for this game and how difficult it is to control the cars in the Arcade mode... The cars are much more forgiving there than in the Simulation mode, and Arcade gives you a good choice of cars to sample right off.

After you get used to the controls and using the Dual-Shock controller (you do have one right?), now is the time to get into the REAL DRIVING EXPERIENCE of the Simulation mode. You start off in the Simulation mode with 10,000 credits, no cars, and no lisences either. Try to get the B-Class lisence before you go out and spend all your money, because this will help you figure out what kind of car you are better at driving... Front engine/Front wheel drive, Front engine/Rear wheel drive, Mid engine/Rear wheel drive, or 4-Wheel drive. As a general rule, the 4WD cars have much better handling, and are usually very fast. Some of the cars that I would suggest buying for your first car are '92 Mitsubishi GTO or the Toyota Supra Turbo 3.0 Either one should be able to blow the doors off the competition... but thats just my opinion, I could be wrong.
