The United States is reluctant to participate in the dispute between Japan and China over the Diaoyu islands in the South China Sea. Before her resignation, diplomat Hillary Clinton assured the Japanese foreign minister that the islands were under the administration of Japan, following the recent handover of ownership by the United States, which had existed since the end of the Second World War.


China, on the other hand, believes that for hundreds of years the Diaoyu islands are Chinese territory, basing its claim on ancient historical evidence, while also acknowledging China's defeat to Japan during the first Sino-Japanese war in 1895.


The military budget of the People's Republic of China (PRC) is the portion of the overall budget of China that is allocated for the funding of the military of the People's Republic of China. This military budget finances employee salaries and training costs, the maintenance of equipment and facilities, support of new or ongoing operations, and development and procurement of new weapons, equipment, and vehicles. Every March, as part of its annual state budget, China releases a single overall figure for national military expenditures.[1]

The Chinese government's published 2012 military budget is about US$106.4 billion,[2] the second largest in the world and up about 11.2% from 2011.[3]

On the 7:30 report (Australian Broadcasting Corporation) of February 18, 2013, Australia's purchase of several American F-11 jet fighters was discussed. An interview with a military brass of the USAF revealed the following details regarding the aircraft targeted for procurement:

- The F-11 known as "Lightning II" has an oxygen tank.

- The oxygen tank is described as having a vulnerability to lightning storms, and

- The air force advises that the jet fighter cannot fly in lightning storms due to an existing threat of the oxygen tank exploding from exposure to electrical activity.

This report raises the following questions:

Do all, or most, aircraft use oxygen tanks?

Why are oxygen tanks vulnerable to lightning storms?

How much of a threat are electrical storms to aircraft?

Could it be possible to create an anti-aircraft defensive system by altering electromagnetic radiation in the atmosphere? How is this related to Israel's "iron dome" defence system?
