The shift in Vorlon policy from benign overlordship to mass destrucion of enemy planets has remained one of the great mysteries of the Shadow War. Until now, historians have assumed that, absent the restraining influence of Ambassador Kosh, and at the same time presented with 'an unexpected door' in the form of a Za'Ha'Dum reeling from Sheridan's nuclear assault on it, Vorlon hardliners seized control of the Duma.

This turns out not to be the case. As part of their Inquisitor training program, the Vorlons abducted the dangerously unstable Muppet, Bert.

While enroute to the Vorlon homeworld, Bert's cryotube was misfiled and accidentally ejected. Discovered by a passing Shadow vessel, Bert was thawed, recruited, given a new identity and returned to Vorlon space, where he took up a shadowy existence until Season 4.
