Rules and Regulations

Room: All games will be played in an ECFL room. There will be a password given at a later time.

1. Hurry up offense will be allowed once every quarter. Expect for the last two minutes of the half as well as the game or if you are down by 21 points or more.

2. Goaline Formation should only be used during 3rd and short or 4th and short situations. Goaline Formation can also be used on 1st and goal or 2nd and goal in short yardage situations. Short in this case would be 3 or fewer yards. I have never seen a College Team run the Goaline Formation on a 1st and 10 play.

3. Audibles: You can only call an audible on Offense once the QB is behind center. Audbiles and using the same plays over and over are OK. It is up to the opponent to find ways to stop you. If you get beat by someone running the same play on a consistent basis, use practice mode to find ways to stop the plays before you play that person again. With that said, pick some good plays in your audible playbook to counter attack every situation. Audible changes apply the same rule as substitution changes. Beginning of the game and at the half.

4. Ask Corso: is forbidden to use on offense. If you have to use Ask Corso to call your plays then stick to Franchise Mode. Using Ask Corso is an obvious attempt to trick your opponent.

5. Fourth Down Rule If is obvious that NCAA 2004 is geared more offensively than defensively and playing with four downs, a first down is more likely to happen. When you can go for it on 4th down: Anytime during the game if you use a fake punt play or fake field goal play only. (even though you can do fake punts and field goals doesn’t mean you can abuse it) If you are behind by more than two scores anytime during the fourth quarter. (8 or more points) If you are behind 8 points or less within three minutes to go during the fourth quarter. If you are past the opponents 45yrd line . You can go for it on 4th and short (2 yds or less) if you are behind by any amount of points or up by no more than 21 points and within the opponent’s 40-yard line (39 yard line or less). Following the Fourth Down Rule rewards a defense that puts up a strong defensive stand the first three downs forcing the opponent to either punt or attempt a field goal.

6. Player Substitutions Offensive Formation Substitutions can be made for all positions except for WR. The WR Position can only substitute based on Depth Chart Changes. In other words, you can't take your No 1 WR and put him in the slot in two formations and leave him as the No. 1 in all others. It must be a complete Depth Chart change. Other Changes are allowed as follows:

QB may only play QB unless it's a “trick” play

HB may only play HB

FB may only play FB

WR may only play WR

TE may play any OL position, TE, or WR

OL may play any OL position

DL may play any DL position

LB may play any LB position

CB may play any DB position

S may play any DB position

No offensive players on Defense and vice versa except in the special circumstance that that player plays both ways in real life.

No restrictions on special teams subs. Offensive substitions should be made only at the start of the game and if and injury occurs during the game or at the half.

7. Mercy Rule - You MUST sub in both your second team offense and defense when you are up by 35 points or more in the SECOND HALF. If you get below that total you can sub your first string back in.

8. Quitting/Forfeiting Games Quitting games will not be tolerated. The first time results in an automatic forfeit. The second time someone quits a game will be removed from the league and be replaced by a new owner. The score of any forfeited game will be 31-10 or actual score at point of forfeit at the winners discretion. You are not allowed to post false exaggerated scores. Do not play if you can't finish games. You will not get much respect for quitting a game. Use this time to practice new plays or simply run out the clock. Quitting for an emergency will not get you penalized or removed from the league.

9.Disconnects

If a disconnect happens, the game will be rounded to the nearest minute. However, in the last 2 minutes of the game, it rounds UP to the the next minute. For example, a disconnect with 1:15 to go rounds up to 2 minutes to play.

The score will remain the same. If you are up 17-10 at the disconnect, then you are up 7 going back in. I think we are all smart enough to keep track of this.

Also, the Defense will allow the offense to get close to where it was at the disconnect. The person with the ball will always receive the kickoff, no matter what.

10. Coaches 2 Point Conversion Chart You will only be allowed to go for a 2-point conversion when one of the listed scenarios is present in a game

Up By 5 Points to go up by 7 (touchdown)

Up By 8 Points to go up by 10 (td, ep and a field goal)

Up By 12 Points to go up by 14 (2 touchdowns and 2 ep’s)

These rules do not apply for over time.

11. Sending stats All teams will send stats in after every game. There is a page to send stats for each conference. So only send your stats for the conference that you are in. Also you will send stats for your team only. Please try to be accurate as possible. There will be a stats page for each conference so you can see how your players stand within your conference. After you send stats you must send in the score on the message board.

12. Message board The message board will have a place for every team that is in the league as well as a place for every game that’s on the schedule. Once the schedule starts everyone will need to signup on the board. After you send in stats for each conference you must send in scores for your game. There will be a place for each week and for each game in that week, so all you have to do is look for that week and just enter the score and a little summery of the game (summary is not something you have to do but it would be nice).

13. Rules for the Forum and the message board The forum and the message board can be used for anything. But please try to keep it clean. Also try to be respectful to all the coaches as well as commissioners who are working hard to keep the league going.

14. Breaking the Rules Well we are going to give each coach a two-strike system. If a rule is broken and then reported to the commissioner he will get a strike. Depending on the infraction a person can get a game overturned or the game will have to be played again. The commissioners would have a meeting and discuss the punishment. Also, every coach will get a strike for a forfeit. If a coach receives a second forfeit he will be removed from the league. If something comes up or you know in advance that you can not play your game please let the coach you are suppose to play know as well as your commissioner, so the game can be played at a later date. It will not be a problem if a game has to be postponed to a later date as long as the commissioner and the other coach knows. We want to make the league as fun as possible but yet a level playing field. If you have any other ideas for rules please email your conference commissioner.

15. Bowl Games and Playoffs: Since bowl games is what makes College Football so good we will have bowl games. But, since every year a school gets snubbed we decided to also have a playoffs after the bowl week. It will be a 16-team playoff.

These rules can change at anytime. If we feel that people are abusing certian things we will take a look and make changes accordingly. We want everyone to have fun and remember its just a game. So keep it clean and enjoy.
