Matt is a country boy from out west. Kali meets him during her travels, first to meet up with Marie at the Colony, and then when she goes looking for Risa. He's a pretty good friend, and he has a good sense of humor, despite all the bad things that have happened to him.
I won't tell you too much about the plot, but when you meet Matt you might get blown over.
