Call for 100 PhDs Visit China

The Chinese embassy is organizing a 100-Ph.D. Delegation to visit China in September 18 to October 1 of 1999. The specialty is to focus on Agriculture, including selecting plant and animal races, sustainable usage of agricultural resources, environmental protection, and so on. Some High-tech areas are also solicited, e.g., artary systems, cancers, and AIDS studies.

Selected delegates will pay the international travel, and the Chinese government will pay for domestic (within China) per diem cost. Delegates will visit Chengdu, Kuming and Beijing, etc.

The Chinese Embassy requests that CSCUAA recommends 3 candidates by February 20 of 1999. See the attached Chinese for more detail.

Li Changqing, Shou Matie and I had a discussion on the matter and recommended the following procedure to do a fair selection of our candidates:

1. Voluntary application. Individual alumni members send your application to Shou Matie who will be heading the selection process. Your application should be sent in email or fax:

Because Matie's email is not stable, you should CC. your application to both zxu@med.osd.mil (Xu Zhaoran) and lichqn@hotmail.com (Li Changqing) if you send it in email.

2. Your application should be up to 500 characters (either English or Chinese is acceptable, but when you are selected, a Chinese resume will be requested). The application should highlight your education, your scientific achievement, the specific subject (see the list of subjects in the Chinese announcement) you would like to apply for, and what contribution that you made on the subject (to show your qualification).

3. Shou Matie will organize a screening committee formed by EC (and Board Members). The screening committee will recommend a list of 5 ordinal candidates (1,2,3,4,5) and reports the result to me by COB Feb. 18.

4. I will make the announcement of the recommended list to the board in the morning on February 19. Board members can reject any candidates COB Feb. 19. If no valid rejection, the first 3 candidates will be recommended to the Delegation. If any candidate is rejected by >1/2 of the board members (through emails to me), the next ordinal candidate will take the position. To be fair, your rejection email should CC. to both Matie and Changqing. Only board members can vote, and only one vote per alumni association.
