This is an APE 2 tag, as viewed in WinAmp. You can edit each tag individually directly in WinAmp, or you can tag/re-tag a whole album with Tag and Tag Frontend. Tag (and Frontend) also has a "view" function.
It is important that you get the tags complete and correct before you do the .md5 (next section). Any changes you make to the tag will probably alter the .md5 checksum and it is usually NOT possible to repair. Therefore, anytime a change is made to the tagging, a new .md5 file will need to be created.
