This is a little begger boy. When you stop at a traffic light beggers or people selling things come right up to you and ask for money. If your windows are rolled down, or there are no windows (like in the auto) they will sometimes reach for you and try to take your arm. Venk gave this boy a few coins he had in his pocket.
