TOPICALITY ON "USE"

A. Defenition- Webster's Unabridged Dictionary defines "use" as "to put into action or service" (1976, pg. 2523)

B. Violation- The aff must directly increase renewable energy use market stimulation or increased research fails to guarantee use.
C. Superior Interpretation-
1. Limits- Aff underlimits because they allow any case that provides any benefit to any individul or sector remotely connected with renewable energy.
2. Predictability- By limiting the aff to direct action, a limited number of cases would be topical.
Example, the aff could:
1. Increase use of any renewable energy by the Federal governmentnt
2. Require institutions under Rederial control (i. e. military) to increase their use of renewable energy.
3. Require any land area (i. e. reservations) controlled by the Federal Government to increase ints use of renewable energy.
3. At face test- If you can look at the plan and determine whether it directly increases renewable energy requirements, that is superior to any effects interpretation which will ultimately rely on solvency.

-Jurisdiction
-Fairness
-Education
-Tradition
