Introduction
A
majority of people will agree that some type of campaign finance reform will be
necessary in the very near future. Nonetheless, the rash, over-the-top bill
proposed by McCain, Feingold, and Durbin, known as the “Our Democracy, Our
Airwaves Act”, will undoubtedly do more harm than good to this noble cause in
which they aspire. The bill suggests that it will level the political playing
field by guaranteeing prime time “candidate centered” or “issue centered”
programming slots for at least 2 hours a week for 6 weeks prior to a federal
election, 4 of which must directly precede the election. Additionally, the bill
would allow for qualified candidates to receive vouchers for political
advertisement in proportion to the amount of money that they raise. However,
this is under the condition that they agree to curb the spending of their own
funds to pre-established limits. (Right now $125,000 and $500,000 for House and
Senate races respectively, something many politicians would be hesitant to do.)
Adds are then purchased at a set rate equal to the cost of the “ lowest unit
charge” for spots on prime-time network television in the weeks preceding the
elections. It is within the logistical method of the bill wherein lays its
fundamental flaws. Not only are the main ambitions of the bill left unmet, but
it furthermore opens the door to corruption in that the authors of this bill
railed to acknowledge, is highly unconstitutional, ineffective, and finally will
cause a large negative impact upon the economy.
