From Dark Waters...

"Some of the same social structures that exist within the Atlanteans as a whole exist within the Orcinus; the grandiose nature of the Tritons and the religious fervor of their devotion to Pasiphae is reflected in them. However, they have evolved a vibrant culture that places emphasis on martiality and prowess. To be sure, intellect and art is known to them and appreciated, but their society seems to be more of a meritocracy than a utopia -- an outlook that colors their interactions with the outside world. Unlike the other Pacific Decemvirates, they are quite opposed to the spread of the 'Water' Religion."

There is no easy way to describe the culture that has evolved in the Decemvirate of Orcinus. Its people live in waters that are as harsh and unforgiving as the world above the waves. Mistakes are punished by the most final of judgements: Death. Where sharks roam and unpredictable tides hold sway, only the strongest can survive.

The majority of the Orcinus people are pragmatists. They understand that life has its cycle and nothing will interrupt that cycle. Birth, life, and death are all seen as natural extensions of Pasiphae's will. The Seamother saw fit to gift her most beloved children with the beautiful test of surviving in a realm that is as deadly as it is lovely. To ignore such a task would be to deny the honor given to them by the Goddess herself.

Such devotion is, of course, beyond most people. Those who dwell in the dark waters of Orcinus are those who have proven themselves. Those who have not been tested by the waters of their own home can not and will never understand the faith the Orcini hold in themselves, their Goddess, and their Decemvirate.
