Minutes of the Meeting – 17 December 2008

  1. The minutes of the meeting on 12 November 2008 were approved.
     
  1. Matters arising. 

·         Bag Packing.  Clare reported that the bag packing went well at Tesco last Friday and thanked those that helped.  You raised £146. Clare asked members to confirm who is doing Waitrose this Saturday 1-4pm - Molly, Tom, Ben, Ash, Ali, Ella.  Please meet at the main entrance at 1pm and then Molly will let staff know you are there.  A Swan Youth Centre volunteer, Chris will arrive at 4pm to collect your tins. 

·         Festival Of Light.  Those that helped were thanked and you raised £136. 

  1. Canal Fields Questionnaire.  Claire Covington explained about the questionnaire and members took time to fill it in.
     
  1. Treasurers Report.  There is £1167.66 in the bank.  This does not include the bag packing money or the money returned from the Berko Tring Thing.  Our expense’s for the BBT were £201.06 and the money returned was £133.03 making a loss of £68.03.
     
  1. Election of Officers.  As Amelia was not present to say whether she is standing for Chair again, the elections have been postponed till our next meeting.  Please can all those who have put themselves forward, come prepared with their speech.  Chair – Elliott, Ali & Ella? (Clare to Check with her).  Vice Chair - Molly, Will.  Treasurer – James.
     
  1. Gigs. Next gigs:-

·         23 January.

·         6 and 7 February - Benefit gig in aid of Wamba Community Trust, Kenya.

Bands have been invited to this but we still have a few slots to ill especially on the acoustic night.  So any members who knows anyone who would be willing to play, please let Clare know.  Friday will be acoustic night and Saturday band night.  Friday £5 and Saturday £6 as longer event, if both tickets bought £9. 

  1. Video Project.  Alex informed members that she will be changing her area of work in the New Year so wont be available to continue with this project.  However, someone else will take her place and dates for future meetings and recoding will be sorted then.
     
  1. Christmas Social with Tring.  Wednesday 28 January 2009 5-8pm.  This is being held at Gable Hall and will include icebreakers and team building games followed by pizzas!!  Youth Connexions will fund it in the main and members will make a £2.50 contribution along with a £2.50 per person contribution from BYTC funds.
     
  1. Police 10 Minute Slot.  No PCSO’s were present.
     
  1. Any Other Business.
  • Swan Youth Centre Trustee Meetings -  Young Persons Rep.  Clare asked if there were any members interested in being a young persons representative at the Swan Youth Centre Trustees meetings.  Elliott explained a bit about the meetings as he has been a rep in the past and he put himself forward again along with James and Ben.  The next meeting is on Monday 2 February at 8pm at the Swan Youth Centre.
  • Feeling Good Night – Ashlyns School Thursday 5 February. At a previous meeting, Ella and Gemma had expressed a wish to be more involved this year – please contact Sandra direct.  This item will also be put on the next agenda.
  • Tring Youth Council.  They are holding their Battle of the Bands night this Friday at Pendley Manor and BYTC members can get in for free.  They also asked if we would be happy to hold the next BTT next Christmas and have a Christmas Theme.  Members agreed.  They also agreed to doing a joint Club Night next year with Tring.
  • Transport.  Elliot said he has not sent the letters yet.
  • Youth Leadership Training.  Clare gave information about this accredited training next Spring run by Pro-Action and will get more details soon.  Will, Molly, Ali, Elliot and Ben expressed an interest.
  • Thanks to Alex.  Elliott said he would like to thank Alex for her time with the BYTC and wished her well in the future.

Four new members were welcomed from Year 8 in Thomas Coram and Bridgewater schools, Eleanor, Ed, James and Lorna

 

  1. The minutes of the meeting on 17 September 2008 were approved.

 

  1. Matters arising. 

·         Molly has written to Tesco and Waitrose about bag packing, but has not had a response.  Steve will chase Tesco and Clare will chase Waitrose.

·         Clare has made a space on the walls to advertise ‘Whats On Outside The Swan’.  Any members with any information about outside activities please bring info in to be displayed.

·         PCSO’s still looking into funding to open the Swan at the weekends.

 

  1. Treasurers Report.  Clare reported that the finances from the Berko Tring Thing have not been sorted yet but unfortunately we made a loss.  Ben said he wants to stand down from being treasurer.

 

  1. Gigs. Dates for next gigs:-

Clare said that not many members were present at last weeks gig to hep out.

 

Discussions took place about the benefit gig to be held in January.  Some members thought that we should make the gig longer whilst others felt that we need to do it over a weekend, Friday and Saturday night with one night being acoustic and the other bands.  The next meeting on 12 November will be mainly to plan this further.

 

It was also suggested that we do a Drum & Bass night.  Clare said that would be great and if anyone knows an D&B DJ’s let her know a we will plan it.

 

 

  1. Festival of Light, 23 November 2008.  Clare reported that following last weeks sub meeting, loads of donations have been collected from shops, but still loads of shops need to be returned to asap.  Clare has printed out a slip asking for donations from parents and will be handed out to all Swan members.  Please can BYTC members bring any donations from home in asap.   It was agreed that any members who want to, could bake cakes to sell on the stall. Please bring along on the day.  A sub meeting is arranged for Wednesday 5 November at 3.30pm to finalise things. Please can all attend?

 

  1. The Berko / Tring Thing.  It was agreed that this event went very well but there are areas for improvement if it is to happen again next year.  Alex will arrange a date early next year with Tring to hold an evaluation / planning meeting.

 

  1.  Video Project. The film studio has been booked for the first two weeks in December to edit the film.

 

  1. Police 10 Minute Slot.  Steve reported on the following:-

·         With Halloween coming up, posters are being put up to discourage young people from throwing eggs and flour and to be more considerate of how it could affect hose that are targeted.

·         Steve is working closely with the residents at Douglas Gardens to reduce the fear of crime and to break down barriers between the elderly and young people.  He suggested that BYTC members could hold activity sessions there with there.  He will ask the manager there for some dates.  Clare reported that BYTC had written to Douglas Gardens months again about doing the same thing, but had received no reply.

·         Steve reported on the Ride Along Scheme with the Police for over 16’s and if anyone would like to put there names forward.  Ash and Amelia showed an interest.

·         Following the very sad suicide of an 18 year old in Berkhamsted last week, Steve said to members that if they are ever in desperate need of someone to talk to, they can always contact him or another PCSO or talk to Clare or other staff members at the Swan.  

 

  1. Any Other Business

·         Clare reported that she had received information from Chesham Youth Council about a booklet they had produced about the effects of Alcohol abuse in teenagers.  She also said that it would be great idea to invite members from CYC to one of our meetings to share ideas about what things they do.  Members agreed.  A letter needs to be written to invite them along to a meeting in the New Year.

·         Alex reported that the UKYP elections will be coming up soon and if anyone is interested in putting themselves forward, please contact her. 

·         Alex gave out a questionnaire for members to fill in about Youth Connexions.

·         Ben said that to encourage young people to read, there should be a book exchange at the Swan.  It was agreed that it was a good idea, and Clare asked any members who have unwanted books to bring them in to kick start it.

Ruby has resigned as she has gone to do her A-levels at a school in London. 

Ash presented to the group his reasons why he wants to be a Youth Counsellor. Jim nominated him and Emily seconded and he was welcomed to the team.

  1. The minutes of the meeting on 9 July 2008 were approved.
  1. Matters arising.  There were no matters arising.
  1. Treasurers Report.  Clare reported that there is £784 in the bank.  There have been some big expenses over the summer.  Inflate fun - £470, coach to Thorpe Park - £330, 4 new mic stands - £87.   Clare said that the Berkhamsted Community Partnership has a small grants fund that we could access to apply for some new equipment i.e guitar amps for the band room.  Steve suggested writing to Waitrose or Tesco to see whether the members could do a days bag packing to raise funds.  Molly said she would come in on Friday to do the letter.

Clare asked when the members would like to do the benefit gig as discussed at a previous meeting.  A January gig was agreed and members will think about which bands they would like on the lineup.
5. Festival of Light, 23 November 2008. Clare reported that the day for this has changed to a Sunday this year.  If members want to make this a success, early organisation needs to be done.  Sandra offered to run the stall with members in Clare’s possible absence.  A meeting to get things underway is on Wednesday 8 October at the Swan, straight after school.  All members who can to attend.

  1. The Berko / Tring Thing.  Auditions this Saturday at the Swan Youth Centre, 2-6pm.  All members who can to attend.

·         BYTC Judges at the Audition – Tom & Jim

·         BYTC compares at the final – Harriett and Ella.  Ali if Harriet cant do it.

·         BYTC Judges at Pendley  - Emily & Elliott

  1. Video Project. Alex informed members that the film studio has been booked for the first two weeks in December to edit the film.  The next meeting will be at the Swan on Wednesday 1 October at 5pm.

  1. Late Night Travelling.  Elliot still needs to meet with Adam to put together a letter to taxi firms

  1. Youth Shadow Board. Will reported on his last meeting and that he has another tomorrow.

  1. olice 10 Minute Slot.  Lively discussions took place including the Armed Robbery at Tring Tesco.
  1. Any Other Business

·         Posters advertising other local activities.  It was suggested that there should be a space in the Swan to advertise other activities for young people in the local area.  Clare said that she does put up all information given to her, but an allocated spot with a sign is needed rather than the posters being put up randomly.

·         PCSO Questionnaires.  Members were handed out questionnaires by the PCSO.

·         Friday/Saturday Evenings at the Swan.  Steve said how important it is that there is somewhere for young people to go on Friday and Saturday evenings.  He is happy to offer his time to help staff the sessions, and asked youth council members to support it by helping to serve behind the coffee bar on a rota basis.  Clare will look into this further and apply for Police funding?  Clare also said how important it is that the sessions are staff appropriately to continue with the safe environment that has been created at other times.

·         Basketball / football play court.  Ella asked if there was any likelihood of getting one in Berkhamsted. Clare will discuss this with DBC.

Minutes of the Meeting –  20 February 2008

Stanley Sharpe.  Harriet shared the news to the other members that Stanley sadly passed away a few weeks ago.  She said that Stanley will be remembered for his never-ending commitment to young people and his valuable contribution to the Youth Council and Swan Youth Centre.  A minute’s silence was observed in Stanley’s memory. 

 

  1. The minutes of the meeting on 23 January 2008 were approved.
     
  1. Matters arising. 
  • Emergency First Aid Course. Members who attended the course said that it was good and well worth doing.  Clare gave out Certificates to Gemma, Jorge, Alistair, Tom, Harriet, Gemma and Emily.
     
  • Berkhamsted Bike Fest.  Clare reported that this will be discussed at the next Berkhamsted Cycle Group meeting on 13 March and she will feed back at the next meeting.
     
  • Activities at Elderly Residential Homes.  A letter has been put together and sent to two residential homes and hope fully there will be a reply by the next meeting.
     
  • Outdoor Play Equipment.  Gemma still needs to finish off the questionnaire and send to Clare.
     
  • Video Project  Lots of discussion took place about what sort of video the members want to make and it was agreed that for the first one, it needs to be short and simple – maybe a promotional one for the Youth Council to use at assemblies.  Alex said that for editing, Herts County Council have a full facility in St Albans we could use.  Alex will look into finding someone who would meet with the group to give them a bit of direction and discuss techniques for making a video.
     
  • Press Reports.  Gemma and Ella have written a piece about the first Aid Course that Clare will send to the Gazette.
     
  • Feeling Good Event at Ashlyns School.  Members who attended the event said that although it wasn’t well attended, they really enjoyed the evening especially the taster sessions.  Members expressed an interest in helping to do publicity and promote it for next year.
     
  1. Treasurers Report.  Ben was not present at the beginning of the meeting to give a report.
     
  1. Gigs. Sorry We Steal are playing their last ever gig at the Swan on 22 February and it should be a good night.  Clare asked if anyone was interested in taking pictures of the bands through the evening, and Jorge offered to.

  1. Summer Residential.  Ella, Gemma and Emily went with Clare and a Swan Youth Centre member to the Forest of Dean to loo at different places for the summer residential to be held in August.  They have decided to go for a canoe/bivie experience on the first night, and then Bracelands Bunkhouse for 2 further nights with a selection of activities during the day like caving, rock climbing, mountain biking.  More info to follow with confirmed dates.
     

  1. Any other business

·         UKYP Elections.  Alex said that the elections have taken place and James Tanner and Alysha Scales have been elected.

·         X-Factor Competition.  Alex said that Tring Y/C would like to have a meeting at the Swan to take this idea forward.  Wednesday 5 March was suggested, and Alex will confirm this is ok with Tring.  Emily, Tom, Molly and Alistair are interested in helping with the initial planning of this event.

·         Environmental Youth Conference.  Nicole explained a bit about this conference and asked members that if they are interested in getting involved, she would invite Lizzy Savage to the next meeting to explain more.  Members agreed.

·         Youth Councillor.  Tom said that after hearing the recent news about the problems with teenage suicide in Bridgend, it would be great to have someone at the Swan that young people could go to if they have problems.  Clare said that this is being considered at the moment in partnership with Ashlyns School.   Clare also said that staff at the Swan do support many young people with problems they have, but are unable to offer counselling and there are very few places they can be referred on to. Discussions then took place about whether young people would prefer to see a counsellor at school or in a centre like the Swan. 

·         PCSO’s at Youth Council Meetings.  Discussions took place about the involvement that youth council members want from the PCSO’s at the meetings.  It was agreed that there are many positive advantages of having two way discussions about general anti-social behaviour in the town and learning more about the work of the PCSO’s.  It was agreed that there would be a 10-minute slot on the agenda at each meeting to continue such discussions.

  1. Matters arising. 

·         Somerset House Ice Skating.  12 members from the Youth Council and Swan Youth Centre enjoyed a trip to Somerset House Ice Skating on Monday with free tickets given as part of their Schools and Community programme. 

·         Emergency First Aid Course. Last chance for members to sign up for this course starting next Monday.

·         Mobile Numbers.  Can members who have not yet given Clare their mobile number, please do so.

·         Nintendo Wee.  Clare has not been able to purchase this yet.

·         X-Factor.  Clare has emailed Emma from Tring Youth Council to say we are interested in this project and suggested a joint meeting to kick start it.  Not had a reply as yet. 

  1. Treasurers Report.  Ben reported that there is £1,922 in the bank.
     

  1. Gigs. Ella said that Sorry We Steal are playing their last ever gig at the Swan on 22 February and it should be a good night.  Harriett said that there are fewer and fewer youth council members attending the gigs to help out and it is really important that more do help as it’s the Youth Councils main way of raising money. You only need to do short turns serving behind the coffee bar or taking tickets on the door if there is enough turn up. Dates for next gigs:-

5. New Ideas for Projects.  Lots of discussions took place and ideas are:-
 

  • Berkhamsted Bike Fest.  To help at this event next summer and see if the activities on offer can be extended.  If they can, to hold our own outdoor event to include – BMX, Trials, Bouncy Castle, Stalls, Canoes.  Clare is attending a meeting next week with Berkhamsted Cycle group and will ask their opinion.

  • Activities at Elderly Residential Homes.  Members not sure if they want to commit to regular sessions or leave it till Christmas.  Clare suggested they draft a letter and research into what homes are in the local area and write to them with ideas and see what they say.  All interested in this to meet at the Swan on Thursday 31 January straight from school to a put letter together.

  • More Outdoor Play Equipment.  Climbing/basketball/football equipment.  Alex suggested members put together a questionnaire to consult with other young people to see what activities they would like to have.  Those interested in putting a questionnaire together to meet at the Swan next Thursday 31 January after school.

  • More public transport late at night. Elliott said that he was very concerned with the lack of public transport late a night to get young people home and the unreliability of the transport that should be running. Other members agreed with the unreliability. It was suggested that this be put on the questionnaire and Elliott could write a letter to the Gazzette to express his concerns.

  • Band practice room in the Cellar.  Ella suggested that the cellar at the Swan could be turned into a band practice room.

  • Park Benches near the skate park.  Ben said that these benches are in very bad repair and that they should be replaced.  He will write to DBC to express his concerns.
     

  1. Video Project.  Will and Alistair will kick this off by coming to the Year 8 Drop-in one night and making a short video of them to play back on the TV that night.  They will let Clare know which Thursday the can do.
     

  1. Press Reports.  Clare said that following a recent meeting with Louisa from the Gazzette, it would be great to have a small sub group that wanted to write articles/blogs on a regular basis to help raise our profile and let people in the community know what is happening with the Youth Council and the Swan Youth Centre.  Could start with a report on the First Aid course.  Emily suggested any reports could also be put up in the Youth Council notice Board.  Nicolle said that they could also be sent to her for the Youth News in the Dacorum Digest.  Ella Ben Emily and Amelia want to form the sub group.  This group will meet at the Swan on Thursday 7 February after school
     

  1. UKYP Elections.  Members spent some time reading information on all the candidates standing for election to represent Hertfordshire on the UK Youth Parliament.   They then voted for their two choices.
     

  1. Youth Advocates.  Will reported that there hasn’t been a resent Dacorum meeting but there is a Youth Shadow Board meeting tomorrow, which he unfortunately cannot attend.  Alistair attended a meeting last Saturday to help create a new branding for Connexions which he enjoyed and will be attending a second one soon.
     

  1. Any other business

·         Feeling Good Event at Ashlyns School – Wednesday 6 February.  Sue informed members of this event, which she said would be a great opportunity to publicise both the Youth Council and the Swan and all that’s good about them.  We could have a stall with displays and members talk to the public to inform them of what goes on.  Members suggested getting t-shirts done.

·         Youth Service Awards Assessment Panel.  Alex thanked Harriett for her involvement on the Panel and said that Harriett will be speaking at the ceremony in February.

·         Berkhamsted Board Game.  Molly said her Uncle is involved in creating this board game and that the Youth Council/Swan Youth Centre may be able to have a square for free.  She will find out definitely.  Members agreed that it would be good publicity.

·         Youth Crime Prevention Panel.  Nicki said that the idea is in the early stages, but would any members be interested in being part of this.  Harriett, Gemma and Ben said they may be interested and Harriett said that maybe Amelia and Elliott (who had already left the meeting) may be.  Harriett said that she was sure that there would be representation from the Youth Council.

·         Residential.  Following on from last meetings discussions, Clare said that if we want to do a residential in the summer, we need to start planning now.  Clare suggested that if we go somewhere that is only 2-2.5 hours away, such as Forest of Dean, we can do a day trip there in half term to visit possible venues.  Gemma, Emily and Emma said they would like to do thi and Clare will contact them to make arrangements.

·         DCTP Summer Activities Brochure.  Clare said that following a Children’s Trust meeting she went to, they want to put together a list of all activities in the summer in Dacorum for young people and would like a cover designed.  There is a £20 voucher for the one they use, so if you would like to do this at the Swan in a group or individually at home, please let Clare have your ideas by mid February.

·         Sportspace Brochure.  Following the meeting with Sportspace last year where members were consulted on their ideas of how Sportspace can attract the interest of young people to their activities, Clare showed members the new brochure that has not changed at all with young cartoon pictures and it is still called Kidspace and has one page at the back for teenage activities.

·         HCC Snowdonia Residential.  Alex informed members that there will be a residential to Snowdonia again next year at the beginning of August and info will be out in June.

Jorge read out an excellent speech about why he would like to join the Youth Council and he was voted on unanimously. Nominated by Tom and seconded by Alistair.  

  1. The minutes of the meeting on 14 November 2007 were approved.
     

  1. Matters arising. 

·         Festival Of Light.  The tombola stall raised £110.  Clare thanked all those who helped especially Alistair who stayed throughout and was the only one left at the end to help pack up in the pouring rain.

·         Dacorum Youth Council Christmas event. All those that attended this event had a great time and it was a good opportunity to mix with young people from the other youth councils.

  1. Treasurers Report.  Ben reported that there is £1,735 in the bank and he has met with Clare twice to learn the ropes.  Network cards have been bought for the computers in the computer room.
     

  1. Gigs. Ella and Jim (a Swan Youth Centre member) have taken over sorting out the bands for gig nights and Jim has done a great job arranging the next three gigs in the New Year.  It was agreed by members that although Jim is not a Youth Council member, he could get into gigs free as a way of thanking him for his work.  Dates for next gigs:-

  1. Youth Advocates.  Will attended the social event on 2 December and Emily attended the training event on the same day.
     

  1. Residentials.  Elliott said it would be great to have more opportunities to go on residentials to different parts of the country to do outdoor activities.  Clare said that she has taken members to two HCC residentials this year and has made the information available to all.  Clare also gave out information about a residential next February to Snowdonia.  Clare will look into the possibility of having a Youth Council/Swan Youth Centre residential next year. 
     

  1. Record Of Volunteer time.  Nicole explained about the new form to record all volunteer time and asked members if they would fill one in.  These hours could also go towards a certificate in volunteering if members wanted to join up to V.
     

  1. Somerset House Ice Skating.  This will take place on Monday 21 January and Clare has 15 free tickets.  Info was given out and places will be allocated on a first come first served basis.
     

  1. First Aid Course. The Swan Youth Centre is running an Emergency First Aid Course for young people on two Monday evenings - 28 January and 4 February 2008.  You will receive a certificate on completion.  Elliott, Jorge, Emily, Tom, Ben, Molly and Ruby were interested in receiving more info.
     

  1. Berkhamsted Cycle Group.  Clare explained about this groups aim to get more people cycling and campaign for safer places and routes to do so. They have tried to look into a safer cycling to Ashlyns school route and would like to pick this up again.  Clare asked members if this was something they would like to get involved in but there was very little interest to ake this forward.    
     

  1. Any other business

·         Mobile Numbers.  Clare asked if members would prefer her to send texts to remind them of events etc rather than emails.  Members agreed.

·         New games for the Swan.  Clare explained that the dartboard is going to be removed as it is increasingly proving to be a health and safety issue.  She asked the youth council if they would be prepared to pay for a Nintendo Wee to replace it and members agreed.

·         X Factor.  Clare said that Emma, the Clerk to Tring Youth Council has suggested that both youth councils get together and put on a joint event along the lines of X Factor next year.  Members agreed to look into the idea and meet with Tring members to discuss further.

·         Extended Schools Co-ordinator.  Sue Lyus introduced herself and explained a bit about her role.

·         Goodbye and thanks to Mike.  Mike Saunders introduced Peter Huffer who will be taking over from him in the New Year and Clare thanked Mike for his time and commitment he has given to the Youth Council and the Swan Youth Centre and wished him well in his new role in Hemel. 

·         Ideas for the New Year.  Clare asked all members to think about projects that they would like to take forward in the New Year and these will be discussed at the next meeting. Clare also thanked all members for their hard work and commitment over the past year.  Members started to discuss ideas and putting on activities for young people/adults with special needs and the elderly seemed to be high on the list. Will discuss further at next meeting.

  1. Treasurers Report.  Elliott was not present to give a report. Amelia reported:-
    • Total in bank £2340.93
    • Paid for pool table to be recovered £164
    • Video camera bought with Barclays money
    • Need to pay for Network Cards for 4 computers in computer room so they have wireless Internet access. Cost £250 approx, but youth council have previously agreed to put £500 towards computers.
       
  1. Festival of Light. Friday 30 November.  Members agreed they would like to do a tombola again? Sub meeting arranged for Wednesday 30 October at 4pm.
     
  1. Dacorum Youth Council Christmas event.  A date for this has already been arranged for Thursday 29 November.  Members of both youth councils agreed to go to a Chinese restaurant in Hemel followed by Quasar.  Nicolle and Alex to arrange
     
  1. Ideas from Tring’s meeting?  Amelia thanked Tring for inviting us to their meeting last month. Having experienced how another youth council run their meetings, Amelia said Tring's are more organised and they listen to the Chair without talking over what is being said.

Clare said she would see if she can change date of 14 December gig as it clashes with Tring's battle of the bands and Ashlyns 6th form Ball. 

Lindy said that the Town Council has a newsletter that goes out to all residents every 3 months and the Youth Council and Swan Youth Centre have their own page to advertise what is going on.  She needs info for the next one by mid November. 

  1. UKYP – Emily reported that she has been co-opted on to the UKYP and is going to attend the next meeting tomorrow.
     
  1. Czech Republic exchange – Clare has emailed Wills contact in Czech but no reply as yet.  Will and Clare to chase.
     
  1. Youth Advocates.  Will, Alistair and Molly fed back from their last meeting and Will said that he has been elected to stand on the Shadow Board.
     
  1. HCC registration forms.  Alex got members to fill in forms for HCC.
     
  1. Any other business

·         Teen Clinic.  Clare reported that the Swan Youth Centre will be opening a Teen Clinic every Thursday, 3.30-6pm from tomorrow.  A Saturday Clinic will open in December.  Two Sexual Health Nurses will staff the Clinic’s.  Amelia explained about the involvement of youth council members going back two years who helped to consult with young people about whether this is something they want.

·         Rubbish bins at the Skate Park.  Clare reported that the bin that was broken has now been replaced, but more bins are needed. The youth council agreed to fund two more bins and Emily will ask at Bridgewater School whether their redundant bins can be used.

·         Video Project.  Alistair asked about a Video Project now that we have a video recorder.  This item will be on next months agenda.

·         Advertising other Youth Activities at the Swan.  Harriett said that it would be a good idea if there was information at the Swan about other activities for young people in Berkhamsted.  Clare said she is more than happy to advertise, but needs to be given the info.  All members will get info on any activities they are involved in.

·         Dacorum Digest.  Nicole reported that there is a youth page in the Dacorum Digest, which is a quarterly publication.  She would like young people to write articles for it.  Next one is due out in December but articles need to be written by the end of October.

·         DBC Youth Conference.  Nicole gave members information about this conference to be held on 18 October.

Due to this being a visit to Tring Youth Town Councils meeting, these minutes are just information given rather than proper minutes.

 

  • Barclays Spaces For Sports have agreed to fund the purchase of a video camera – Clare will buy the one recommended by Alistair
  • Cheque for £100 received from Berkhamsted Town Council for their annual grant to the Youth Council
  • Members agreed to fund new CD’s, DVD’s, second hand guitar and Play Station games for the Swan Youth Centre
  • As there are 14 members and two more potential members interested in joining the Youth Council, Clare discussed with members the issue of recruiting from the middle schools as this would bring numbers over the amount stated in the Constitution.  It was agreed that there would be Year 8 representatives of the Swan Youth Centre who would feed back information to their schools and the Youth Council.
  • Herts Children’s Trust Youth Advocates – Will and Alistair went to the training weekend in July with two members of the Swan Youth Centre to receive training to become Youth Advocates in Dacorum and reported back on the weekend which they both agreed was very successful.  The next meeting is on Thursday 27 September in Watford and other members of the Youth Council interested in becoming a Youth Advocate are invited to go.  Amelia, Ben and Molly expressed an interest.  Please let Clare know if you are able to go.
  • UKYP.  Emily and Molly are interested I being Co-opted on to the UKYP until the elections in January 2008.  Please can you (Emily & Molly) let Clare know if you can make the meeting on Wednesday 26 September.  There is a further information evening on Wednesday 17 October in St Albans for all those who are interested in standing for the elections.  Please let Clare know if you want to go.  Transport will be provided.
  • Assemblies to promote new Year 8 Drop-in at the Swan Youth Council. Clare will let all present Year 9’s who are interested in helping with the assemblies know the dates when she has them.
  • The Youth Council stall at the August Bank Holiday Fete was cancelled at the last minute due to not enough members being able t help.

 

Amelia reported on the successful summer projects that the Youth Council helped to fund.  These included:-

·         Wednesday 22 August – trip to Brighton

·         Tuesday 28 August – Inflate fun on Canal Fields – 2-5pm

·         Wednesday 29 August – Thorpe Park

·         Tuesday 4 September – Inflate fun on Canal Fields – 2-5pm

 

Ruby reported on the very successful Drama Project that the Youth Council helped to fund, which ended with the group attending the National Youth Theatre Festival in July and performing their play to over 100 people.

 

Will talked briefly about the Youth Councils plans to do an exchange with a youth group from the Czech Republic

  1. Matters arising

·         Drum & Bass Night – Clare said this event was excellent and attended by 40 young people.  However none of the regular members of the Swan who the event was aimed at turned up.  Another one to be planned for late September.

·         How to spend the Community Safety Award Money.  Emily and Alistair need to return the consultation forms they took to their schools to find out young peoples views.

 

  1. Treasurers Report.  Elliott was not present to give a report.  Clare said that she has purchased 2 sound monitors for gig nights.  £750 funding for the Drama project has been received from HAYP.  The members agreed to donate £500 to the Swan Youth Centre to help with the purchase of four computers.

 

  1. Gigs. Ruby reported that the last gig night was very good and much better attended.  Next gigs are booked for 10 and 24 August.  However Clare said that she is going to cancel the one on 24 August as it clashes with Reading Festival and she is having trouble booking bands.

  1. Summer Activities and Trip.  Clare discussed with members activities booked over the summer at the Swan and Youth Council funded activities.

August Fete – Monday 27 August.  So far only Ruby and Harriett are down to help, so need more helpers to make it happen.  There will be a meeting on Thursday 23 August at 3pm at the Swan to make final arrangements.  Harriet has been asked to write to Hamleys re donation of Space hoppers.  Clare will chase this up.

 

  1. UKYP – Feed Back.  Molly, Emily, Will and Alistair attended the meeting to find out more and Molly and possibly Emily would like to be considered for being co-opted on.

 

  1. Canal Boat Trip – Wednesday 8 August.  Molly is interested and can invite up to 4 friends.  Clare will give her more info next week.

 

  1. Czech Republic Exchange.  Will bought in a short video about the area Hulin, and discussed possible ideas for the exchange that could happen next year.  Clare said that hopefully we would be able to stay in a residential centre with the Czech young people rather than in individual homes.  As there was lots of interest in taking this forward, Will will get more info for Clare to get things started.

 

  1. Youth Advocates Residential Training – Will and Alistair are going on this event with two members from the Swan Youth Centre. They will report back at the next meeting.

 

  1. BMX Track at Langley Meadow.  Clare attended a site meeting to find out more.  A group of people from different cycle groups are looking into the possibility of getting a track put in with a possible cycle track around the outside and trees and shrubs to make the place look more inviting.  The area will be approx 1/3 of the Meadow.  Clare said her role in this is just to consult with young people to see what interest there is.  So far there has been loads of interest.

 

  1.  Any other Business

·         Drama Project.  Clare said that the group are going away this weekend to perform their show at the National Youth Theatre Festival and Ruby will report back at the next meeting.

·         Video Camera.  Alistair bought in his video camera for the members to look at with a view to purchasing one.  Ron will take the spec away to get other advice on whether it is the best one to purchase.  Clare will contact Barclays who are funding a video project next year as part of the Skate Park money, and ask if we can buy the video in this years money.

·         New Member.  Molly said her friend is very keen to become a member and asked the others what they thought.  It was agreed to invite her to the next meeting as an observer to see if she wants to join.

·         Funding for a Counsellor.  Clare said that she has had discussions with Mr Dalzeil about getting joint funding to employ a counsellor for the school and the Swan.  Clare said that the Youth Opportunity Fund would be a good way forward but has to be completed by young people and is anyone interested in helping?  Ruby, Molly, Ella and Will said they are. 

·         HCC Extreme Adventure Day.  Sara gave out info on this event.

·         Kenya Charity. Alistair asked if Clare and Ruby are going back to Kenya and that he thought the Youth Council could do more fundraising for their charity.  Ella also said she was keen to help.  Clare explained that the money raised is only for essential resources for schools in Wamba, North Kenya and does not help fund their travel expenses.

·         Tring Youth Council. Clare said that Tring have invited us to attend their next meeting as a way of sharing info and building relationships between the two groups.  She asked members if they wanted to and it was agreed.  So for the next meeting, Clare will hire a mini bus and leave the Swan at 4pm.

  1. Matters arising

·         Drum & Bass Night – this event will take place on Saturday 16 June, all those that can help, please do, 7.30-10.30pm

·         August Bank Holiday Fete, 27.08.07.  Clare passed on info that we can book a stall but the organisers don’t want us to do a tombola as there are so many.  After long discussions, it was decided that we would – sell sweets and cans, do space hopper races (ask Hamleys for discount on space hoppers), and a game such as jelly beans in a jar or thrown ring on a can.  PLEASE CAN YOU LET ME KNOW IF YOU CAN HELP ASAP BEFORE I BOOK THE STALL.

·         UK Youth Parliament.  Ian Critan will meet all those interested next Wednesday at 4pm at the Swan to discuss this further. Those that said they will attend the meeting are:- Emily, Will, Ella, Molly, Tom, Ali, Ruby, but anyone else who is interested, please come along.

·         How to spend the Community Safety Award Money.  Emily has done a consultation sheet which will be distributed in Thomas Corum and Bridgewater.  Please return completed forms next week.

o        It was decided that the climbing wall would be too expensive, but members liked the idea of hiring a few inflatable pieces of equipment such as bouncy castle and gladiators.  Please check the website encore-entertainment.co.uk to see other ideas and let me know before I book.  Suggested to book two days, one in middle of the summer holiday and one at the end.

o        Members agreed to buy two sound monitors for the gig nights.

o        After long discussions, members voted whether to receive any of the money personally.  It was voted against.

o        Members agreed to pay to get the pool table recovered

o        Members to bring info on video camera’s to next meeting. 

  1. Treasurers Report.  Elliott said that the Youth Council has received a cheque from Bridgewater School for £385, but this check was sent in December and mislaid at the Town Council, so it has only just been received.  Clare has written a letter of thanks.  It was agreed that this money can go towards the trip to thorp Park for 53 young people.
     
  1. Gigs. The last gig was not very well attended at all.  Members discussed this and thought that the weather and exams had a lot to do with it.  Decided that we should cut down on the amount of gigs and go back to once per month from September and get  a wider range of music.

·         BMX Track at Langley Meadow.  Clare said that she has been approached to discuss the possibility of a BMX track and whether the Youth Council would be interested in this project.   Their was a mixed reaction to this and it was a greed Clare would attend the meeting and find out more and bring the info back to the next Youth Council meeting.

·         Activity Equipment.  Members are interested in looking into the possibility of getting more activity equipment for young people in Berkhamsted such as a Zip Wire and Monkey Bars.

·         Herts County Council Snowdon Trip.  Clare said she doesn’t have much info on this, but is going as a worker and last year it was a great week and would any members be interested.  Elliott and Tom would like more info.  Harriet is going as well.

·         Narrow Boat Trip for Youth Councils.  Sara gave info on this local Trip on Wednesday 8 August.  Molly is interested in receiving more information.

·         Exchange/Twinning.  Will asked whether members would be interested in building contacts with a group from the Cech Republic.  Members said they would be and he will get more info for the next  meeeting.

·         Youth Advocates Training Residentail.  Harriet expressed interest in this and asked for more info.  Nicole find out and pass more info to Clare.

Tom Jenkins was introduced as he is interested in becoming a member.

Sara Williams was introduced as she is now working with Herman in the HCC Youth service and will be attending our meetings.

The meeting started with Harriett and Clare thanking Mike Ball for all the support and encouragement he has given to the Youth Council over the past few years as he is leaving to become a Police Constable.  A card was presented and cake eaten!! 

  1. The minutes of the meeting on 21 March 2007 were approved, but Herman pointed out that he did send his apologies for the last meeting although it wasn’t minuted.
     
  1. Matters arising

·         As Nicole was not present, Clare was not able to ask if or when the Youth Council would get the £800 from DBC.  We can not start planning the summer trip until we know the money is definitely there.  Most young people have said they want to go to Thorpe Park, not Chessington. 

·         Clare passed on a message from Alison Adams from Sports Space who said that the group were really great when she visited the last meeting and the views and ideas very useful. 

  1. Treasurers Report.  Elliott presented the year end accounts and members discussed different aspects of them.  Clare will email the spread sheet and individual items accounts to all members.  Amelia thanked Elliott for his work as Treasurer.  Funding from the Youth Opportunities Fund for the mural project has been granted but not received.  Herman said that the Youth Council can claim expenses for their meetings.  He will look into how we can receive a yearly amount up front.  Clare has bought a Karaoke machine, canvas boards for painting and picture frames for the gig poster art work.  Members also agreed to buy a new gazebo which is used for different events.
     
  1. Community Safety Award.  The Youth Council have been nominated for this award following the YOPEY Awards in December.  There is a £2,000 prize to the group who wins which has been put up by the Police. The ceremony is on Friday 11 May and Mike Saunders and Mike Ball will be taking members who can attend.  Clare will find out how many can go.  Those interested are, Will, Tom, Ali, Molly, Elliott, Emily, Amelia, Harriet. 
     
  1. Feed back on:-

·         Town Council’s Annual Meeting.  Clare thanked Harriett and Ella who attended this meeting and did a presentation of the Youth Councils work over the past year.

·         High Sheriffs Award.  The Youth Council came joint third and won £250. Thanks to Amelia, Will, Elliott and Ella who attended.

·         Berkhamsted Swan Skaters.  Elliott is the Youth Council representative and attended their first meeting.  A launch event will be held at the Skate Park on Sunday 6 May, and coaching sessions held in May Half Term week.  A successful litter pick was held last week. 

  1. Open Air Gig.  Clare read out info sent by Mike Saunders and after discussions, members agreed that it is not worth pursing this idea further.
     
  1. Gigs. In Ruby’s absence, Clare informed the group that Ruby is finding the commitment to booking all the bands etc, too much and is standing down from this role.  Clare said that once the internet is working at the Swan, other members can help out during the drop-in sessions. Ella said she has a friend who may want to do an acoustic session.  Clare said to talk with her and see what she wants to do.  Dates of next gigs at the Swan are

  1. Ignite Gig.  This Sunday.  Bands are arriving at 3pm and doors open at 6pm and it finishes at 10pm.  Elliott, Ella, Ruby and Tom said they will help.  The main thing to help with is selling the tuck.

·         Mayors Civic Reception.  This Friday.  Harriet is now unable to go so Ella said she will ask if she can go in her place and let Clare know.  Clare, Amelia and Elliott are also going.

·         Drum & Bass Night.  Clare said that there is a large group of young people who attend the Drop-in regularly and like Drum & Bass.   Clare feels it is important to meet their needs and would the Youth Council put on a D&B night?  Members agreed and Clare will look into it further.

·         August Bank Holiday Fete.  Do members want to do this fete again this year?  Clare will find out more details.

·         UK Youth Parliament.  Herman explained a bit about this and that there is no representative from Dacorum.  He will arrange for those interested to meet with Steve Emmerson to find out more details.

·         Youth Service Ofsted Inspection.  The Youth Council may have a visit from an Inspector at the next meeting as part of this.

  1. Matters arising

·         Youth Opportunities Fund Panel.  Harriet, Ruby and Elliott have all decided not to pursue getting involved with this due to time commitments.

·         Film Project.  This will be looked into further after Easter.

·         Dacorum Youth Councils Network Day.  Nicole said that this has been cancelled.

·         Outdoor Gig – Clare has asked at the Castle about the possibility of holding a gig there – no.  Also phone the Cricket Club to see if they are still going ahead with their event – no.  As so many young people would like this to happen, this will be put on the agenda for the next meeting.

·         Mike Saunders said that his mobile should have been put on the list in the last minutes for members info.  His number is 07736225266 

  1. Treasurers Report.  In Elliott absence, Clare informed members that there is £3,031 in the bank.  Nicole has given information on a Grant application for Youth Councils from DBC.  We can claim £800 for a specific event/item of equipment etc.  Needs to be done by the end of next week.  After discussions, members decided to run a day out to Chessington World of Adventures in the Summer holidays.  The money would pay for transport, staff, and a contribution to the admission fees.  It is hoped that up to100 young people will be able to go.  Members also discussed other items they would like to buy – more bean bags/big cushions, canvas boards for Swan members to paint on and be displayed and a karaoke machine.  Members also agreed to pay £250 towards the Drama Group residential. 
     
  1. Chairs Report.  Amelia said that there is not much to report since the last meeting and she feels that this item is not needed as she covers everything in other items.
     
  1. Town Council’s Annual Meeting 29.03.07 – Clare has not has a reply to her enquiry to the Town Council as to how long the presentation needs to be.  Amelia, Harriet and Ella will work on a 10 minute presentation.  Ella will liaise with Amelia about what she is going to say. All to meet at the Swan at 7.15pm and take display boards and flyers.
     
  1. High Sheriffs Award Ceremony.  Amelia, Will, Ella and Elliott will be attending this on Thursday 22 March with Clare.
     
  1. Gigs.  In Ruby’s absence, Clare informed members of the next gig on 30 March. Dates have also been planned until the end of June.

Q & A’s with Alison Adams – Sports Space.  Following discussions at last months meeting, Alison was invited to discuss and answer questions about sports opportunities for young people in Berkhamsted and how that information is publicised.  The main points to come out of the discussions are that young people do not know of the activities on offer to them as they are lost in their brochures for other age groups.  There is a need for specific youth activities brochures.  It was also suggested that at the gym sessions for young people, the pay as you go cost is too expensive and no one wants to commit to a monthly direct debit, so a pay monthly in advance is a better option. Alison said that there is to be a full consultation at a later date and hoped that the Youth Council would like to get involved with this.
