06/10.3.3. Members requested that a quotation be obtained for the cost of replacing the existing three foot high south east boundary fence (which runs from the south-east entrance gate up to Normandy drive) with a combination of a six foot fence and a Holly hedge. Action: Town Clerk.

He asked if Frank Cooper & Sons could be contacted to see if it was possible to change the grass cutting scheduled on 7th August so that it takes place on or around the 14th August. This would enable the grass to be cut that much closer to Sunnyside Allotment Societies open day taking place on 20th August. Action: Assistant Town Clerk.
06/11.3.3. It was agreed by members to open all allotment sites for visitors during National Allotment Week. National Allotment Week runs from 14th August to 20th August 2006. Dennis Hallam & Diana Reay agreed to consult their tenants to see if they wished to actively participate in this event. Action: Diana Reay, Dennis Hallam, Jean Hallam and Bruce Jones.

06/12.3.1. Dennis Hallam informed members that since the north-west (recreation ground) boundary gate has been locked site security has improved and vandalism is no longer a problem, probably because there is now no through way through the allotments.
06/12.3.2. Dennis Hallam stated that the straining wire on the fence recently installed by DTTS Ltd needs attention. Action: Assistant Town Clerk.
06/12.4. Improved site access to Butts Meadow Allotments
06/12.4.1. Members discussed this issue and Dennis Hallam stated that the current site access would not be a problem provided the surface of the existing allotment access road could be improved. It was agreed adding hardcore/rubble to the access road would solve the problem. Dennis agreed to include a request in the next Butts Meadow Allotments Newsletter asking tenants to supply stones/hardcore to help build up the road. Action: Dennis Hallam.
06/13. FUTURE USE OF DACORUM BOROUGH COUNCIL’S CHIPPER
06/13.1.1. Dennis Hallam reported that being able to use Dacorum Borough Council’s chipping machine had proved very successful. It was agreed that a request should be made to Dacorum Borough Council to ask if they would provide the chipper again sometime in the future, but only when the ground was dry due to problems accessing the site in wet weather. Members agreed that Allotment Site Representatives should advise the best time of year at which to use the chipper in future. Action: Diana Reay, Jean Hallam and Bruce Jones.
06/14. ISSUES RELATING TO THE SUPPLY OF ALLOTMENT WATER TO TENANTS
06/14.1. Contingency plans for a drought this year
06/14.1.1. The Assistant Town Clerk was asked to write to Three Valleys Water firstly to ascertain their position regarding siphoning of water and the use of hose pipes given the imminent hose pipe ban, and secondly whether the allotments come under the classification of horticultural land use. 06/14.2.1. Advice for allotment tenants in a time of water shortage
Bruce Jones agreed to provide the Town Clerk with information that could be incorporated into a letter to be sent to all allotment tenants regarding advice on water conservation. Action: Bruce Jones.
Members agreed that no refunds on water charges would ever be made under any circumstances e.g. if a hose pipe ban were to be imposed. Action: Jean Hallam, Bruce Jones, Diana Reay and all Berkhamsted Town Council Staff.
Members agreed that once information was available as a result of actions to both item 06/14.1.1. & 06/14.2.2. above, a letter would be written to all tenants stating firstly the position regarding the imminent hose pipe ban based on Three Valleys Water’s advice to the Town Council and secondly what measures tenants can take to conserve water on the allotments and thirdly that no refunds of water charges would be given under any circumstances. Action: Assistant Town Clerk.
Members discussed the idea of incorporating advice to tenants on measures they could employ to conserve water in an allotment welcome pack. It was agreed to discuss the welcome pack at the next meeting. Action: Assistant Town Clerk.
The Town Clerk was asked to arrange for the Town Warden to undertake a site survey of each allotment site in order to locate the position of underground & above ground water services, as well as to ascertain the nature and condition of site boundaries. It was suggested that the Town Warden approach Dacorum Borough Council to see if he could borrow their CATS scanner which would help him locate underground metal pipework. Action: Town Clerk & Town Warden.
The Assistant Town Clerk was asked to speak to the Town Warden to ascertain which allotment water meters are proving difficult to read due to water vapour being trapped behind the glass meter lens. He was then asked to contact Three Valleys Water to see what they could do to rectify the problem. Action: Assistant Town Clerk.
Members agreed that, in the light of the imminent hose pipe ban, no further allotment water supply licences should be granted until the ban is lifted. Action: Diana Reay, Jean Hallam, Bruce Jones and all Berkhamsted Town Council staff.
06/14.2.2. Review of allotment water pricing policy
Members agreed to defer discussion of this matter until the Town Council was aware of what the new water charges would be. Action: Assistant Town Clerk.
06/15. TENANT EVICTION APPEALS PROCEDURE
06/15.1. Members agreed that the tenant eviction appeals procedure stated in paragraph 19 of the Allotment Management Team’s Constitution should apply (the non AMT Councillor being elected on an adhoc basis), namely:
“An appeals procedure against termination of an allotment tenancy will consist of the AMT Chairman, the Town Clerk and one non AMT Councillor who will consider the details of the appeal by interview with the tenant or through written communication. The tenant may be accompanied at an interview.“ (Minutes of Full Council dated 19/01/06 Vide 08/06)

05/46.3. Site Representative’s Report
· Two damaged ball valves, subject of vandalism, had been repaired and a means of protection installed. Work had been carried out by a new tenant.
· Vacant plot signs had been uprooted by vandals.
· There had been an attempted break in to the Sunnyside Rural Trust Training Centre
· Concern was expressed that Plots 14 – 19 had been removed from the SRT lease but immediately returned to SRT as tenanted plots. It had been thought that these plots would be added to the bank of plots available for letting to the public. The Chairman explained that the adjustments to the boundary of the SRT lease had been to tidy the map where several plots vacated too late to be included in the original lease had been tenanted by SRT as allotment plots. The Town Council did not want to increase the size of the leased land by adding in these plots to the new lease, which would have reduced the area of land available for allotments. It therefore proposed to SRT that in consideration of these plots being taken from allotment tenancy and added to the leased land, plots 14 – 19 would be taken from the lease and returned to allotment use, but tenanted by SRT as part of Sunnyside Wildspace partnership as they were before. There had been confusion between ‘allotment use (and vacant)’ and allotment use (and tenanted).

05/48. ANNUAL MAINTENANCE CONTRACT
Ted Dyer reported that the maintenance by Frank Cooper & Son had not been so good as in previous years. They appeared to be sub-contracting the grass cutting and the quality had reduced. The full width had not been cut and they had to be asked to return to complete. Also the hedge cutting had not been completed for the full length to the railway line.
It was agreed to write to Frank Cooper & son to ask for their views on the matters raised and not to accept the quote until a reply had been received.

05/49. BONFIRES: CLARIFICATION OF TENANCY AGREEMENT
Following discussion it was agreed to write to all tenants regarding the problem of bonfires on allotment sites, with particular reference to the leaflet, and ask for their suggestions on how the problem can be resolved, by use of a returnable slip.

05/50. TENANTING ALLOTMENTS TO PERSONS OUTSIDE THE PARISH
It was agreed that a recommendation should be made to Full Council that in future, allotment plots should only be let to residents of Berkhamsted Parish. The reason for this was the current high demand for plots on all sites.

It was agreed to hold a special meeting to prepare a Constitution for the Allotment Management Team for consideration by Full Council. It was important for the Management Team to identify precisely what their role was.

It was agreed that a survey of all sites should be carried out by the Town Warden with Site representatives to identify the extent of the problem.
Action Town Warden
A letter to be sent to all tenants informing them not to bring asbestos in any form onto allotment sites.

05/58. AGREEMENT WITH MR IAN JOHNSTON ABOUT CARE OF OAK TREE ON DELLFIELD
The Chairman referred to a letter received from the tenant of plot DF 13 asking for a reduction in rent by converting the plot to 5 poles because of the detrimental effect of the Oak tree on the neighbouring plot. Following discussion it was agreed to reduce the plot to 5 poles and the rent accordingly.
However, the request for a replacement shed to be provided was not agreed.
James Richards to be advised by letter.
Action Town Clerk/ Bob Price.
It was further agreed that any works to the Oak Tree would be undertaken by the Town Council and not by the tenant of the plot on which it stands. Mr. Johnston to be notified by letter of this decision, and that access to the plot would be needed when works were to be carried out.
