Philippine Electric Planters Owners Association
The PHILIPPINE ELECTRIC PLANT OWNERS ASSOCIATION (PEPOA) was incorporated in 1955 as a non-profit organization. It is composed of fifteen (15) private electric utilities all over the country namely:

The purpose for which the corporation was formed are:
- To maintain a high standard of electric service and encourage the user of electricity among the people.
- To promote contact and close relations among the electric utility owners.
- To foster close cooperation between the electric plant owners on the one hand and the Energy Regulatory Board (ERB) and/or other Government Agencies and intrumentalities on the other.
- To safeguard the interest of electric utility owners.
- Generally, to do and perform all acts and things reasonably necessary and proper for carrying out the foregoing purposes, within the limits established by the laws of the Philippines.

In pursuit of its objectives, the PEPOA continues to provide a helping hand to the Department of Energy (DOE) and Energy Regulatory Board (ERB) on all projects that affect the electric utility industry. Amont the projects which the association has been, and is currently involved in, are:
1. The World Bank, DOE and PEPOA sponsored the economic Analysis & Policy Planning Seminar held in June 1995. Financial assistance was provided by the World Bank's Economic Development Institute while administrative matters were jointly coordinated by PEPOA and the DOE. The seminar was actively participated in by executives and senior officers of private and public utilities as well as policy makers from varous government entities.
2. PEPOa lobbied for the passage of the Anti-Pilferage Bill and participated in public hearings for the setting of the rules and regulations. The bill was finally made into law on July 25, 1994.
3. PEPOA attended and participated in the collaborative meetings with ERB, DOE, National Electrification Administration (NEDA) and Manila Electric Company (MERALCO) on the preparation of the Framework of the Demand Side Management (DSM) in the Philippines.
4. Member participants are regularly sent to foreign training and seminars on topics that are relevant to the electric utility industry. Some noted sponsors are Japan, China, U.S.A., New Zealand and other countries through the National Economic and Development Authority (NEDA).
5. Member participants also attended the Asia Pacific Economic Cooperation (APEC) Energy Minister's Meeting in Australia in August 1996.
6. PEPOA is also an associate member of the Association of the Electricity Supply Industry of East Asia and the Western Pacific (AESIEAP). This is a non-governmental organization within the area of East Asia and the Western Pacific. Its main objective is to bring together and to foster cooperation and the exchange of expertise and technology between organizations which are responsible for any or more of the functions of generation, transmission and distribution of electricity for public use in the countries or exceptionally, otherwise qualified geographical regions within the Area.
7. PEPOA and the Asia Pacific Energy Forum (APEF), Japan conducted a two (2) day conference entitled "The Special Asian Energy Forum for the APEC - Philippine Summit" on its "Fifth East Asia Electricity Restructuring Meet" held at the Shangri-La Mactan Island Resort Hotel in Cebu City on October 28-29, 1996. The conference was attended by executives of both public and private organization in the energy sector from the Asia-Pacific region. The result of the conference was an energy proposal which was submitted to the Philippine Government and taken up in the APEC Summit in the Philippines on November 25-26, 1996.
8. PEPOA co-sponsored with Integral energy (Australia) a four-day training entitled "Distribution Substation Appreciation Course" twice in Manila on January 1997. The training is a prelude to a more permanent partnership between both organizations with the objective of providing technical and general management training courses to members of the energy sector.
9. For the second time in the Philippines, PEPOA co-sponsored with Asia Pacific Energy Forum (APEF) the 8th East Asia Electricity and Gas Forum held at the Edsa Shangri-La Plaza Hotel on October 23, 1999.
10. Meetings of all member utilities are done every quarter of the year with a purpose of exchanging expertise and to establish closer relationship amont the members to achieve and be united on all its stand.
