STATE SUBSIDY

Nonrecurring Adoption Expenses- The federal government allocates funds to states to reimburse fees paid by adoptive families of children with special needs. States choose whether to accept the funds, and can decide which adoptions are eligible for reimbursement. International adoptions are eligible in some states; domestic adoptions are eligible in every state.

How do I apply? Each state has specific rules about when and how to apply for reimbursement and/or subsidies. In some states, you must apply before your adoption is finalized. For China and Russia adoptions, this means you must apply prior to traveling.

What adoptions qualify? Any waiting child from the United States is potentially eligible for these reimbursements, as well as for monthly subsidies for the child’s ongoing needs. For families who are adopting domestically, ask your case worker for subsidy information. In some states, children with special needs adopted internationally are also eligible for reimbursements. How do I make contact? States distribute these funds at their discretion. Not every child is guaranteed to receive funds. There are specific requirements for paperwork, deadlines and eligibility.
