Why can't California keep the lights on??

What is with California? How can a state with so much money not provide its citizens with a simple thing like electricity? Does it really take a genius to figure out how to provide the state with enough power? Why is President Bush so stupid when it comes to the problem?
The state of California simply amazes me. I mean, I'm not in politics, nor in the electric industry, but I'm sorry- it cannot be that hard to find a way to power the state and keep it powered. There have been rolling blackouts atleast twice, and it'll probably happen a lot more, come this summer. This is ludicrous. For one, why are there not enough plants to provide the necessary power? I'm not aware of ALL the facts with this situation, but is it really that hard to figure out that these people have screwed everything up themselves? There are so many ways to get power today. Water, air, solar, etc...and that's leaving out the biggest ways to get power: coal, oil, gas. With all of these various methods, no state should ever have the power turned off. It seems to me that it should be pretty simple to provide excess electricity, and keep it that way. Secondly, with all the power problems, I don't understand why the state government, that has a vulgar amount of money to spend on such problems, can't figure out what to do. You think they would find some quick ways to produce power, and to do it now.
Not only is it the state government that can't figure out the problem, but it's also the federal government, that has even more money to throw at the problem. I'm not saying I believe in throwing tons of money at a problem, but this is one of those problems that clearly will not have a solution without the money. The funny thing is President Bush's take on the current energy crisis. For one, he wants to make more power and totally forget the environment. If I'm correct, I think he just made it possible for companies to pollute the air at even greater levels than they do now. If you check the current polls on the subject, the majority of the country is more worried about pollution than energy. There is also a majority of Americans who do not want the Artic national wildelife refuge opened to oil drilling. President Bush is pushing to make that a reality. Why is this man so stupid? The idiots in Congress and in the White House have to realize, they were elected to inact OUR laws. They are in office to do what WE want them to do. That's how our government is supposed to work. Despite this, Bush is doing what the majority of Americans DO NOT want. Is this rocket science or what? I know I am going on and on about Bush and his "solution" to the problem, but it makes me mad.
This problem can be fixed, if you ask me. It can't be that hard to keep the power on, and if I know this much, you think the government should know it just as well. It's not just a problem with having no power, and not being able to live your life as normal. The bigger problem here is the fact that this is going to screw the economy up more than it already is. For one, when the power is out, the majority of businesses cannot bring in any money. That means that people are not getting paid, which means that can't buy as much, which means the businesses they would have bought from who never had power shutoffs will also suffer. Not only is all of that true, but the government isn't making money either. The government makes money as each business makes money. From sales taxes. If there is no sales tax, the government is losing money, which will lead to problems with civil services. There will be less money for tax funded programs, etc. It's a never ending circle here, and it'll only lead to more and more problems. California, PLEASE- smarten up and build some more power plants...find OTHER ways to produce electricity. Try making power with resources that will never run out. It can't be that hard, and citizens should not be without an essential thing like electricity.
