1. Elizardo Ramirez (1/28/83) was signed by the Phillies as a free agent out of the Dominican Republic in July, 1999. In 2001, he went 10-1 with a 1.26 ERA in 93 innings in the Dominican Summer League. His GCL performance was comparable, going 7-1 with an unreal 2 walks against 73 strikeouts. His 1.10 ERA was equally outstanding, although it should be noted that half of his runs allowed in 2002 were unearned. In the post-season, he pitched the second game of a double-header for a complete game victory.   2. Robert Read (7/12/81) was drafted by the Phillies in the 7th round of the 2002 amateur draft out of Florida State University. Despite a college ERA over five, Read performed well at Batavia, which the organization attributed to his ability to go inside against hitters with wood bats. His ERA skyrocketed in 2003, however, perhaps out of proportion to the modest deterioration of his peripherals. He will need to improve substantially in 2004. Considered at one time to be a prospect, his solid power numbers at Clearwater could make up for his high strikeout total, but not for the two years he aged in the off-season when his real birth certificate was found.   12. Joe Roa (10/11/71) underwent Tommy John surgery in 2000. He was cut from the Pirates in the pre-season, and added to the Scranton roster as organizational depth. At the age of 30, he proceeded to have the best start ever by a Red Barons pitcher, starting the season 14-0 (he was actually 20-0, in his last 20 AAA decisions,dating back to 2001 in Calgary). He was promoted to the majors during the All-Star break, for his first major league games since 1997.
