  4. Brad Baisley (8/24/79) was the Phillies' second round pick in the 1998 amateur draft. He moved solidly through the system, but spent a lot of the 2000-2001 seasons on the disabled list with shoulder troubles (216 combined innings in those years). Yet another injury in July ended Baisley's 2002 season, and off-season surgery shelved for almost all of 2003. He signed with Los Angeles as a free agent after the 2003 season, and after flaming out there in the Florida State League, ended the season flaming out for the Yankees in the Midwest League.   12. David Bell (R) (9/14/72) was one of the few members of the 2001 Mariners to not return in 2002, and Seattle missed him, because he performed even better for the Giants. The Phillies' first off-season pickup in December 2002, Bell was intended to improve third base and allow Placido Polanco to move to second, improving that position as well. It also let Chase Utley move back to second, as he is no longer slated to be the "next Scott Rolen," and made Travis Chapman fully expendable. His injury plagued 2003 through those plans out the window, however. Bell returned for a solid 2004, but if I had my guess, that'll end up being the best of his four years in Philadelphia. Although he has some major league experience (8 games and fewer than 8 IP with the Marlins in 1999), Billingsley had not had recent success in the minors. In 2002, he turned in a 4.07 ERA in 86.3 IP with the AAA Ottawa Lynx and a 10.23 ERA in 22 IP with the AA Harrisburg Senators. In 2001, he turned in a 5.37 ERA in 112 IP with the Senators and a 15.00 ERA in 3 IP with the Lynx. After being used solely as a starter, Billingsley made most of his appearances in relief in 2002.
