Let us now analyse the words "Authorities' trust".
The dictionary meaning of word "Authority" is - Power or right to enforce obedience; delegated power to do, for an act etc.
Now, in India, we have a Prime Minister, and a minister of sports, a minister for finance, a minister for law and order etc. and the Ministries function under these Ministers.
The Government of India has clearly laid down the guidelines for the operation of these Ministries under each Minister in their busiess plans and administration and has allocated which ministry to do what.
In these guidelines, it is specifically said that matters relating to Sport is to be dealt with by the Ministry of Youth affairs and Sports.
Why the FIA has insisted on Authorities' trust ?
The FIA cannot put that the "Ministry of Youth Affairs and Sports" must issue a certificate as worldwide the sports may be in control of any ministry or with any authority as the case may be.
It is without doubt that the clear intention of the FIA (atleast of those who prepared these guidelines) is to ensure that the FIA would grant ASN status only to those club which has the blessings of the local authority as the local authority would be the best judge to decide who could handle this properly given the circumstances at the National level and taking in to consideration the various factors which is unique to each country. If this is not the case, thousands of applications from different clubs, from one Country may flood the FIA's office for an ASN status.
In India, it is very clear that the Ministry of Sports is the body which has to recognize a National Federation and they have categorically stated that
1) The Federation
of Motor Sports Clubs of India would be the National Federation and
2) MAI is NOT
RECOGNIZED BY THE MINISTRY OF SPORTS
3) FMSCI only
would be authorized to issue and guarantee FIA customs documents
and
4) MAI IS NOT
AUTHORISED TO ISSUE AND GUARANTEE FIA CUSTOMS DOCUMENTS
The Government of India has categorically stated this in their letters to the FIA, but Mr.Pierre De Coninck refuses to accept his mistake.
From the above it is clear :
"THAT MR.NAZIR HOOSEIN WITH THE HELP OF HIS GOOD FRIENDS AT THE FIA SECRETARIAT HAS TOTALLY 'CHEATED' THE WORLD MOTORSPORTS COUNCIL AND THE FIA GENERAL ASSEMBLY"
