Let me introduce myself to everyone who finds their way to our AFRA_ILLINOIS website.

My name is Karissa Anne Lowell.

I live in Chicago, Cook County, Illinois and I, myself am a Veteran Victim of Two State Child Protection Services spanning back twenty (25) five years ago.

The Alabama Department of Human Services/Child Protection Services and The Commonwealth of Virginia Department of Social Services in Fairfax County, Virginia destroyed the lives of my second ex, Roy L. Mock, our daughter, Rebecca, herself a adult child victim of The Commonwealth of Virginia Department of Social Services in Fairfax County, Virginia, and my life over twenty-five years ago.

Roy and I lost our battle with Fairfax County Department of Social Services and The Fairfax County Juvenile Court in November of 1983. The FairFax County Department of Social Services along with the Commonwealth Attorney successfully terminated our parental rights on the grounds of nothing else than "The Best Interest of The Child".

The only thing they could use to terminate our parental rights is the fact that I am a mental health consumer and turned Roy's drinking into full blown alcoholism.

Rebecca's Guardian Ad Litem sat there and did nothing to protect and serve her "Best Interest".

The final outcome was in February of 1984, Rebecca was placed into a perspective adoptive home in Fairfax County, Virginia.

Rebecca and I started to write each in July of 1995, and on September 27, 2000, roughly five years later we were finally reunited after seventeen (17) years in Des. Moines, Iowa, where her adopters had moved from Burke, Virginia in Fairfax County, Virginia.

Prior to that, in November of 1999, Rebecca called me from Ellsworth College where she was attending a post-secondary vocational training program for post secondary rehabilitation students where she had attended a staff conference with her teachers, psychologist, psychiatrist, and adoptive parents and heard with her own ears that they regretted adopting her due to the fact she was a disabled child.

They were inferring "Wrongful" Adoption process, that The FairFax County of Department of Social Services/Adoption Placement Services held back some information regarding our family's mental health history.

This upset Rebebecca very much besides the rest of the stuff that came out of her adoptive mother's mouth.

Parent and Adult Children Victims a like of Child Protection Services need to hold State Child Protection Services accountable for destroying the many lives they do in the process when they successfully convince the Court to terminate the parental rights of the "true and natural" parents and start a permanency placement for the child that is now created a "legal" orphan.

The pain of that November day in 1983, still lingers on and on in my mind. It left a deep hole in my heart and no parent(s) who lose their child(ren) due to termination of parental rights ever recovers from the devastating blow.

Child Protection Services needs to be held accountable for the many lives they have destroyed due to false allegations of child abuse, neglect, or a child in need of services and dependency.

There is a lot being done to create a new family for these "legal"orphans, like adoption assistant payments to adopter and foster care givers.

There is nothing being done to increase funding to help the "true and natural" family stay together. Only reasonable efforts is being done, however, every day a child is being removed for no good reason from their "true and natural" parents care, custody, and control.

The State Child Protection Services, Juvenile Courts, and all concerned need to work harder on providing better reunification plans to help families stay together.

Child Protection Services is dangerous. They are serious and they are nothing to laugh at and say there is nothing to worry about.

Posssession is nineth/tenths of the law. Once they get your child or children away from you. That is when they can begin to create a case against you.

The State gets paid for everytime a child is placed into foster care, successfully declared a dependent child, and the rights of the parents are terminated.

The United States Department of Human Services/ACF pays every state that successfully meets their Quota of placing children in more adoptive homes some where between $4,000 and 7,000 a child with the incentive bonus increased to a little over of $9,000 for every child over the age of 12 in an adoptive home.

Some states have special rates for adopters that adopt a special needs child. They get Adoption Assistant payments every month until the child reaches the age of 18 in some states and 21 in other states.

Child Protection Services is not about saving children. It is about Dollars and Cents.

Don't say it can not happen to your family and you.

Your family could be the next potential victim.
