This Reconsideration in Oregon is being filed 3-2000 for Christopher A. Walters 261-90-6357 from decison of 2-22-2000 made by Social Security Administration in Boise, Idaho on behalf of Regional Social Security Commissioner Carmen Keller.

Chris Walters certainly wishes to thank the taxpayers and Social Security Administraiton for paying taxes to support him since 1983 and the suggestion you wish to continue to supporting the applicant without any form of recourse for many more years to come. Let's briefly review the Social Security Administration's generous offer:


1. 1997 original finding by Social Security in Florida that no disability existed because no medical records existed (apparently lost or thrown away).

2. 1998 Reconsideration held in Stockton, CA where applicant resided in Kerrville, Texas. a. Medical records thrown away or lost.

3. 1999: Administrative Law Judge Karen McCoy: some records recovered and acknowledges a. Chris Walters has problems with skin cancer and agreed that outdoor employment in the sun in advisable. b. Suggested Chris Walters a federally certified carrier of Hepatitis work in restaurant field. Records related to Hepatitis possibly lost of missing

4. 2-2000: Social Security Administation in Boise, Idaho reaches determination in new claim based on 16 out of 100 listed medical & other authorities.

a. Social Security Administration acknowledges for first time existance of medical problems with skin cancer, melanomas, Gi Disorder, frequent bowel movements, blood clots, and heptatitis.

a. SSI declined to cite Arizona State disability statement, Florida State disability Statement, and other disability statements provided by Chris Walters.

5. Exhibit A: State of Idaho made substantial efforts to destroy or cripple Chris Walters vocational training activities.

Discussion

The cost of supporting to society of supporting Chris Walters as a disabled homeless person would be at least an estimaed $11,000 a year (housing, food, clothing....) The Social Security Administrations continued refusal or unwillingness to process all medical records particularily disability statements made to State of Texas, Arizona, and Florida serves to maintain a disability for an indefinite period of time.

The lack of medical treatment for instance the "colonoscopy" which has been ordered by so many medical authorities actually denies the Social Security Administration a solution or effective treatment. The extensive activities undertaken by Idaho State to cripple or eliminate Chris Walters vocational training activities or small business demonstrate that employment is not a viable option. The records are attached in the following Memorandum of Law.

MEMORANDUM OF LAW

These are a review of about 100 medical records submitted to the Social Security Administration from May, 1997 to October, 1999 and administrative and legal processes which serve to delay and complicate the treatment and possible solution of medical problems. Our study suggest that the system of hospitals, agencies, and doctors profit from a system which strives to achieve failure. The most prevalent reason for a medical treatment or process being aborted or discontinued by an agency is that the orgainzation has not been "compensated". These organizations typically are federally funded "nonprofits" who are neither part of the actual SSI process or medical groups.
