Children and Family Services in Vero Beach states food stamps
would arrive 12-2-1998 and an EBT card did arrive without
statement of benefits or secret code number. VOC Rehab Worker
stated he would arrange for a medical proceedure on 12-1-1998 and
never bothered to follow through or return call as he suggested.

2 Months after Chris
Walters notified Florida he had moved out of the state and is no
longer a resident the SSI evaluation division of Florida
completed a Denial as stated a failure to be present for further
medical examinations; inability or failure to provide additional
medical information.
Chris Walters Motion to
Stike Without Prejudice the Florida States Denial of September,
1998 made to Commissioner Afpel questions Florida State's
refusal/inability to proceed with the medical testing it had
requested. The denials or failures to comply took place in
Gainesville, Ocala, Lakeland, Bradenton, Sarasota, Miami, Fl.
Lauderdale, and Ft. Pierce. The suggestion made to Commissioner
Afpel is that the Denial violated due process guarantees under
5th Amendment because Florida State's denial is based on fraud,
hoax, and sham. The Motion To Stike does not propose to penalize
Florida State or it's extensive social service programs if it
does decide to proceed with additional medical testing.

this 1st day of December, 1998 of his voluntary withdrawl from
Florida State programs with withdraws his previous permission for
Florida to Operate in exemption of Federal Privacy Act: pending a
ruling or further instructions from Social Security Commissioner
Kenneth Afpel.

Dear Counselor:
This is an update on our RIP concerning the replies I have received from various agencies as relates to work on disability. While no one likes to be the bearer of anything but good news:
1. Social Security Administration:
RE: Disability Questions
Action Taken:
Written questions to Commissioner Kenneth Afpel wheather proceedings are a fraud, hoax, and sham for
instance SSI has held hearings in 2 states where I did not reside. Written request for more exact instructions on how to proceed. Mailed by local Social Security Office on 12-1-1998 with copy to Administrative Hearing Officer.
2. Children and Family Services
Re: Food Stamps
Action Taken: Written Request Close Case.
During application for food stamps the worker stated I would receive approval for food stamps on or about 1-2-1998; secret code; card.... Received letter from Children and Families Office in Lakeland, Fla stamped Nov 23, 1998 which states: "We have reviewed your eligibility and have determined that your food stamp benefits will stop as of 10/31/1998..."Reason: Written Request to close Assistance Group"(moved out Lakeland). I visited Vero Beach Office 2-2-1998 and was advised that my case has not been approved as stated by worker but is "pending". Action Taken: Written request close food stamp case and withdrawal of previous approval for Federal Privacy Act.
3. Vocational Rehabilitation Services
Re: Health Dept replies outside 60 day limits set by this Department:

To participate in this program I have to complete medical examinations within 60 days of November application which is not possible according to Health Department who estimated evaluation Feburary, 1998. Mr. Foley suggested he might have alternate option for action and will reply.
Policy Statement of Imposition of Sanctions
It is a matter of long standing policy to disaccomodate any government agency or their programs which engage in wilful and organized frauds, hoaxes, and shams. It is not the proper role of the client to act as an enforcement arm of an agency he receives services from: Walters v. Miller USDC, WDT. While should a client of a government program be a willing victim by an agencies dishonest, unethical, or criminal activities?
