Sadly, Chilly was created by Cas. Except it isn't Cas' fault that Chilly is a mutant. As usual, the kid across the street had SOMETHING to do with it. One day Cas had just finished building Chilly, the kid across the street poured some of the same mutant chemical he used on Frosty all over Chilly. Chilly grew, and became unstoppable! Now he enjoys Cas for Dinner every Christmas Eve.
