The Unofficial Jedi's Guide to the YJCCG Galaxy is THE card strategy reference for Decipher's Young Jedi CCG. Starting with the first expansion, 'The Menace of Darth Maul', each individual card will be discussed until it can be discussed no further. Nevertheless, if I have missed something, email me at jinnandtonic@yahoo.com.au, and I will update it accordingly.
jinnandtonic's Grades:
Economy: B+
Bib Fortuna / Twi'lek Advisor is a fairly economical card to have in your deck, even if he isn't a particularly powerful card. Deploying for 2, he has Power of 2, the standard Power +1 at all Tatooine locations, and a Damage of 1. So what, you might say, he is a unique Battle Droid, right? No. His Destiny of 5 lifts him to a slightly higher plateau of economy than your average Battle Droid, which is a good thing.
Decipher: A
Good job on this occasion. The Power seems fair, as does the Damage and the Destiny. The image is nice, and the location bonuses are apt (being an advisor to Jabba, Bib better well know his way around Tatooine!). I maybe would have liked to have seen Bib Fortuna have a Damage of 0 (with the events of RoTJ in mind), but this is not a heinous omission in any sense. A lot better version of Bib that SWCCG's Jabba's Palace-era version, in my humble opinion.
Overall Usefulness: B-
Well, Bib is not really *that* useful. For mine, there are two plausible reasons for why you would include him in your deck. First, if you are building a Jabba-theme, he is a likely inclusion. There is no real competition for Bib in the green-dot category, and just how can you build any deck using Jabba the Hutt without using Bib Fortuna also? Secondly, his high Destiny may make him worthy of inclusion in a deck. But cards like Ann and Tann Gella / Sebulba's Assistants and Sith Probe Droid / Spy Drone are much better candidates than Bib Fortuna for that reason (particularly the latter, to reduce the need for transports and allow the inclusion of more Droid Starfighters). So overall, Bib is not *that* useful. On his own, at least.
FLAVOR TEXT: The Twi'lek, Bib Fortuna, is Jabba the Hutt's faithful lieutenant.

[#126, Menace of Darth Maul, Uncommon, Yellow-Dot]
This Battle card allows Bib and Jabba to fight together in battle, adding Power +1 to their combined Power. Slightly disappointing in that it does not provide a very large bonus, yet still both fun and effective. It has a Destiny of 4, which is pretty much the Battle card standard. Nice, but don't overdo it.

IN BRIEF:
-------------------
Jabba the Hutt's faithful advisor is a fairly good card, but one that is most effectively used in an appropriate theme. While it is nice to have characters with a high Destiny (such as Bib) in your deck, generally it is preferable if such characters are non-unique. Why? Because if you are stacking your deck with them you may run into a bit of strife if one of them gets stranded on a planet. Say you win Tatooine, for example, and Bib remains on the surface of Tatooine into the next turn. There is not a transport in site, and you have three more copies of Bib in your hand. You will probably have to discard them, and will probably *still* lose the planet. So Bib is entirely useless then.....not quite! In a Jabba theme, (discussed below), he is a key element, and a necessary one, for coolness' sake.

GENERAL PLAY TIPS:
-------------------------------
Beware the tips below! Ar, some be repeats!
* Here is an idea for an ultra-fun, not-super-duper-effective Jabba deck, using multiple Bib Fortunas. Let's use as many combinations as we can. First, for blue, lets settle for 8 copies of Jabba himself, along with 2 copies of his girlfriend, Gardulla the Hutt / Crime Lord. We want to do this so we at least have *a chance* of using Vile Gangsters (see above -- Specific Interacting Cards). For red, we will probably be best served by Aurra Sing / Bounty Hunter, so in she goes, in as many multiples as possible. Orange sorts it's self out, with 10 copies of the Blaster Rifle mandatory, unless you wouldn't mind a couple of Aurra Sing's Blaster Rifle (and who wouldn't?). The green-dot category is presided over by Bib Fortuna / Twi'lek Advisor, to enhance the combinations we can use with Jabba. Finally, the Battle card mix. Tough, though for once this is because we have so many to choose from! I'd settle for 1-2 copies of Vile Gangsters (probably 1), 2-3 copies of Boonta Eve Podrace, and 2-3 copies of Kaa Bazza Kundee Hodrudda! If there are any slots left....you guessed it... plug them up with Opee Sea Killer. I anticipate that this kind of deck will be *heaps* of fun to play: the more specific the deck theme, the more fun it is likely to be.
* Bib Fortuna / Twi'lek Advisor + Jabba the Hutt / Vile Crime Lord + Kaa Bazza Kundee Hodrudda! + Blaster Rifle on Tatooine = 9 + Destiny. Not super powerful but a cool combination to draw early in the game. Qui-Gon won't know what hit him.
* Style Tip: Hiss and spit a lot. And when Luke Skywalker is released in the YJCCG-style expansion Decipher have recently announced - don't let him in this time. It seems to me that Jabba has suffered quite a bit at the hands of the Skywalkers without even knowing it!

ADDITIONS:

Up to you. Think of anything else cool about his card, or combos that you have used to great effect? What about a particular game in which this card made you win? Send anything like that to jinnandtonic@yahoo.com.au and I'll add it here. I reckon that potential hosts of Wheel of Fortune should be made to change their name by deed poll to 'Bib Fortuna' (and your host.....Bib For-TUN-a!!!!) Groan.
