1. Opening and welcome
The chairman, Mr. Wismans opens the meeting and welcomes especially the new delegates, observers and TWG members. Apologies have been received from Mr.R.Robinson.
The chairman thanks Datamars for the excellent local organisation of this meeting.
With respect to the Russian proposal for suspension of ISO 11784/11785, he informs that on April 22, 1999, the SC19 secretariat distributed Doc SC19/139. This document contains a revision of Doc. SC19/N137 stating that a number of comments have been received and a few countries have changed their positions and concluding that document N137 needed to revised. This document, filed as WG3/N217, is distributed to the meeting. SC19 requests WG3 to submit a report to SC19 by Oct.1, 1999.
2. Approval of the draft agenda
The agenda is accepted with the addition of a further discussion on Doc SC19/139 under point 7.

4. Approval of the minutes of the last meeting in Edinburgh on October 5+6 , 1998.
The minutes of the last meeting are accepted with the following modification:
Under point 12 at the end: Netherlands: legislation is under development to include RFID in the identification of companion animals.
Referring to these minutes, Mrs. Emmenegger wonders why the standard for advanced transponders got a totally new the ISO number (14223). She should prefer an addition to the existing ISO numbers 11785 and 11785. It is decided to
ask SC19 in short time to modify the number of the coming standard for advanced transponders, making a choice in relation to ISO 11785. Mr. Eradus will contact the secretary of SC19.
5. Presentation of the proposal of the TWG about the NWI (Mr Jansen, doc. N215).
Mr. Jansen presents the status of the efforts of the TWG regarding the NWI as described in doc. N215, containing verion 2.5 of the working proposal.
6. Discussion on the TWG proposal and decision making.
Besides minor layout modifications, this version is accepted by the meeting. Minor modifications can be submitted up to June 1, 1999 to the TWG secretary.
7. Discussion on Doc SC19/139 about the status of the standards
It is decided to submit, as requested by SC19, a report to SC19 by Oct.1, 1999. The draft will be distributed first to WG3 by Aug.1, 1999 for discussion on the Sept. 1999 meeting. Proposals for updates/changes of ISO 11785/11785 are welcome before June 15, 1999. These proposals must be in a clear detailed form. It is not acceptable to say that something is not good. A small delegation of WG3 members will discuss the submitted proposal and bring the results to the next meeting of WG3.
Mr.Wismans presents a proposal for a procedure (see N218, annex 1) which has been accepted unanimously by the WG3 members. The WG3 secretary will inform the ISO secretariat about this procedure.
8. The injection site of transponders (Mr. Nind, doc. N213) and change of chairman.
Mr. Van ’t Klooster (NL), as successor of Mr. Wismans, now chairs the meeting. He thanks Mr. Wismans for his efforts to keep WG3 running after departure of Mr. Kampers.
Mr. Nind presents the "British Small Animal veterinary Association report on adverse reactions to implanted microchips", filed as doc. WG3/N213. In the discussion, the issue of standardised recommended implantation sites proved to remain a very complicated subject. It is very important that no transponders will be found in the food chain. It has been concluded that the choice of the injection site should not be dependent from the application of the animal. A group of 4: Mr. Colberth, Mr. Svalastoga, Mr. Nind and Mr. Sains will circulate a new draft by Aug.1, 1999.
9. Proposal for a Press-release (Mr. Cooper, doc. N214)
The WG3 information leaflet (WG3/N214): proposals for improving the draft that had been circulated can be submitted within 2 weeks after the meeting to Mr. Cooper. The textual changes, suggested by various delegates will be processed if they are written down and handled to Mr. Cooper within 2 weeks.. He will make a new version by Aug.1, 1999 to be discussed at the Sept.1999 meeting.
10. ICAR developments regarding the approval of transponders
The development of the ICAR test procedure has made little or no progress because the ICAR working group Identification is still working on (conventional) eartags. Being a very important issue for the development of the market, an attempt will be made to resolve this issue by inviting manufacturers, representatives from ICAR, the JRC/Ispra and IMAG-DLO testhouses to a meeting in the Netherlands on June 11, 1999. This must result in a proposal, submitted to the September meeting of WG3. A letter will be sent to ICAR to announce this initiative.
11. Inquiry about the implementation of ISO standards on national level
National developments regarding the ISO 11784/11785 standards:
* In many countries, legislation is emerging, especially for companion animals adopting ISO transponders
* In France: a field trial on chipping dogs and cats with ISO transponders is being carried out
* In UK: a database has been build for companion animals (173.000 being chipped );
legislation of the use of transponders according the ISO standard is under preparation
and will become effective by 2001;
The National Cattle Database is making progress, more than 12.000 animals have already been recorded.
* In The Netherlands: By 2000 a law will become effective for the identification/registration of
companion animals by tattooing or by using ISO compatible transponders.
* In Australia/New Zealand, the ISO standard is expected to be accepted by their Joint Committee
Any other business
Demonstrations regarding advanced transponder technology: the manufacturers will demonstrate working examples of advanced transponders at the WG3 meeting of Sept. 1999.
Mr. Jahren remarks that originally, WG3 was only dealing with technical aspects of the standardisation RF-identification of animals. But gradually, the scope broadened including practical user aspects. Thinks that is necessary, because these topics cannot be addressed by other groups. The answer is that ICAR takes care for the user aspects and that FECAVA bears the responsibility for the companion animal identification.

14. Closing and arranging of next meeting
The chairman thanks Datamars again for the excellent organisation of this meeting and the excursion to JRC/Ispra.
Next meeting will be held in the Netherlands on Sept.13+14.
