ISO/TC23/SC19/WG3 Meeting in Lugano (CH) on April 22+23, 1999: Conclusions/Actions

 

  1. Regarding SC19/N139: as requested by SC19, WG3 will submit a report to SC19 by Oct.1, 1999. The draft will be distributed first to WG3 by Aug.1, 1999 for discussion on the Sept.1999 meeting. The procedure presented by Mr. Wismans (see annex 1) has been accepted unanimously (except for one remark on the first paragraph made by Mrs. Mason as observer).
  2. It was suggested that SC19 should be asked if the new draft Standard for advanced microchips should have a number referring to 11785 rather than a completely new number as currently suggested. SC19 will be asked in short time to modify the number of the coming standard for advanced transponders, making a choice in relation to ISO 11785
  3. The proposal of the TWG about the standardisation of advanced transponders has been accepted as presented by Mr. Jansen, Chairman TWG (see annex 2). Minor modifications can be submitted up to June 1, 1999.
  4. The issue of standardised recommended implantation sites proved to be a very complicated subject. A group of 4: Mr. Colberth, Mr. Svalastoga, Mr. Nind and Mr. Sains will circulate a new draft by Aug.1, 1999.
  5. The WG3 information leaflet (WG3/Nzzz): proposals for improving the draft that had been circulated can be submitted within 2 weeks after the meeting to Mr. Cooper. He will make a new version by Aug.1, 1999 to be discussed at the Sept.1999 meeting.
  6. The development of the ICAR test procedure has made little or no progress. An attempt will be made to resolve this issue by inviting manufacturers, representatives from ICAR and testhouses to a meeting in the Netherlands on June 11, 1999. This must result in a proposal, submitted to the September meeting of WG3. A letter will be sent to ICAR to announce this initiative.
  7. National developments regarding the ISO 11784/11785 standards:
    * In many countries, legislation is emerging, especially for companion animals adopting ISO transponders
    * In Australia/New Zealand, the ISO standard is expected to be accepted by their Joint Committee
  8. Demonstrations regarding advanced transponder technology: the manufacturers will demonstrate working examples of advanced transponders at the WG3 meeting of Sept. 1999.
  9. The next meeting will be held in the Netherlands on Sept. 13+14. Relevant documents must be submitted before Aug. 1 1999.

ANNEX 1 Procedure to resolve SC19/N139rev1 by Mr. Wismans.

 

1. Status ISO 11784/11785:

  1. The approved ISO standards 11784 and 11785 as published are suitable for their intended applications and are the basis for additional standards for advanced transponders as they are in consideration in the new work item.
  2. WG3 is pleased to note that a large number of countries and regulatory bodies around the world have adopted the ISO 11784/11785 standard before the end of of the transition period (Oct. 1998) and encourages all others to do so as soon as possible

2. Proposals for update: requirements

  1. Should come from ISO members
  2. Should not affect the installed base of ISO 11784/11785 transponders
  3. Should not interfere with the draft proposal for advanced transponders
  4. Should be sent to the WG3 secretary before June 15, 1999
  5. Should distinguish between ISO 11784 and ISO 11785
  6. Proposal can either be (I) information about needed research or (II) a proposal for update.
    Ad (1): proposal contains: clear description of the problem, aim of the research, date that research results will be offered to WG3
    Ad (II): proposal includes: clear description of the problem, written text in 2 columns: the first containing the existing text and the second column the proposed text.

3. Evaluation of proposals :

This will be done by:

A. Ad-Hoc committee for studying proposals:

Mr.Van ‘’t Klooster (chairman.), Mr.Eradus (secretary.), Mr. Almedal, Mr. Artmann, Mr. Geers, Mr. Tucker, Mr. Vrolijk.

B.TWG of WG3.

The received proposals will be evaluated before Aug.1, 1999 and the result will be sent to the secretary.

 

ANNEX 2 Draft Proposal for ISO 14223/1, accepted conclusions and action points:

  1. WG3 approved the draft proposal as submitted and presented and asked (enabling) TWG to finish the work
  2. WG3 members can submit remarks to TWG secretary before June 1, 1999.
  3. TWG will finish the draft and submit it to WG3 before Aug.1, 1999
  4. WG3 will submit the draft to SC19 after the September meeting (before Oct.1, 1999)
