Summary/Conclusions/Action points of the ISO/TC23/SC19/WG3
meeting in Lyon on May 15+16, 2000

The report of the last meeting in Wageningen is accepted. The last version (version 5) will be distributed (Doc WG3/N230rev)
A proposal for the definition of the status of representatives of user groups in WG3 has been accepted: see Annex 1.
ISO Central Secretariat (Mr. Abram) will be asked to clarify the status of the Press release concerning the current status of ISO 11784/11785 based on the SC19 meeting of last March.
The TWG of WG3 has made a proposal to develop 3 technology-specific protocols for the command structure of advanced transponders as "low profile" start, together with a unified command structure for the long term.
After discussion, the TWG is requested to elaborate the following working proposals as decision options for the next WG3 meeting:
a) the 3 technology specific protocol version
- the unified command structure version
- a combination of the two (with timing scenario?)
the proposals should include the Pro’s and Con’s and define the implications on performance (speed, range) and cost structure considering the reader (S/W and H/W) as well as the tag (chip size and complexity)
- The previous results (1996) of the user requirements for transponders must be updated. The previous document will be made available to WG3 members for comments and updating. Co-ordination with other fields of application will be arrange in TWG with the working group JCT/SC31/WG4 via the liaison officer Steve Halliday SC31/WG4 and SC19/WG3, . Mr Schuermann will assist in this effort.
- ISO TC23/SC19 has established a liaison with ETSI. It is highly advisable to upgrade the frequencies and spectrum requirements, used in the ISO 11785 and 14223-1 protocol, -if possible- to the level of a primary service. In this process, it is recommended that every WG3 delegate will send a letter to their national authorities, to request support in ITU. A letter template based on the recommendations of Mr Schuermann (Doc. WG3/N243) will be provided.
- The manufacturers of advanced transponders will be asked to inform the TWG about the frequency spectra of their advanced protocols to support the ETSI/ERC action in amending regulations and the Standard EN 300 330.
- ICAR has drafted two documents (Doc. WG3N245+246) describing conformance tests for readers and transponders. Mr Jansen will forward the comments given in the meeting to the involved ICAR subcommittee. Further discussions on this subject will be done within the TWG. Conclusions/results will be reported to WG3. It is recalled that the market very urgently needs also performance tests and therefore these tests should be developed with the highest priority.
- TWG is requested to establish performance requirements based on the user requirements.
- Co-ordination with conformance / performance work which is ongoing or to start within SC31 WG3/WG4 is sought via the liaison activity.
- Referring to the report on the Scottish use of the National ID code in databases (Doc. WG3/N244), WG3 does not see any infringement on the ISO 11784 standard in the described options. It is stressed that it is a national responsibility to ensure a numbering structure that covers all species. The Scottish cattle authorities are advised to initiate this effort.
- User groups recommend to include the ISO 11785 Annex concerning the FDX-A protocol in the development of conformance and performance tests for ISO 11784/11785 readers
- The next meeting will preferably be held on 16+17 November 2000. ICAR will be asked to host this meeting in Bonn.

A message will be sent by the secretary to Mr. Abram of ISO/CS to inform about the status of this press release. Also will be inquired about the procedure, which will be followed by ISO after the expiration of ISO 11784/11785 for review by the end of next year.
Mr Jansen will forward the editorial comments regarding Doc. WG3N245+246 to the ICAR Subcommittee.
TWG is requested to establish performance requirements based on the user requirements. . For that purpose, the previous results (1996) of the user requirements for transponders must be updated.

Annex 1. The status of international user groups in WG3.
An international user group is any body, which fulfils the following criteria:
- is independent of any national standard body, manufacturer or individual company?
- is concerned with the identification of one ore more species
- is active on an international basis.
Any organisation, which fulfils these criteria,
may apply to SC19 to be granted observer status.
Observers may have access to the
WG3 website and may appoint delegate(s) to attend meetings
of WG3.
