Because 65 is the turning road but doesn't have a curve, northbound traffic stops. Now that 205 is a county road it might be a little funny to stop at a county road - IA 224 does the same, but that was a 1980 extension.

No Iowa county seat is on 65 after Indianola (in fact, no town above 600 is either), so Missouri pops up very early on LGSs, probably the earliest instance outside of third cities on leaving-town LGSs (or maybe even including them).
