What are laws and bills?  Bills are proposed laws.  Laws affect almost everything we do.  How does the government decide what bills should be turned into laws?  To answer that, we must first look at a bill itself.  Congress comes up with thousands of bills every year.

There are several types of bills. Private bills deal with individual people or places.  They often involve claims against the government or immigration problems.  Private bills account for a large number of bills introduced in Congress. 

On the other hand, public bills deal with general matters and apply to the entire nation.  They are often controversial.
