How a Bill Becomes a Law

  • Member of one house introduces the bill

  • Bill is referred to a committee of that house

  • Committee decides to kill the bill 
    - or -

  • Committee decides to consider the bill

  • Committee or subcommittee holds hearing on the bill

  • Committee votes to kill the bill
    - or -

  • Committee votes to report the bill out to the house

  • Bill is debated

  • Majority of the house votes against the bill
    - or -

  • Majority of one house votes in favor of the bill

  • Bill is sent to other house, which goes through the same steps

  • Bill is referred to conference committee to work out difference in versions

  • One of both housed vote against the bill
    - or - 

  • Both housed vote to approve the bill and send it to the President

  • President vetoes the bill
    - or -

  • President signs the bill or allows bill to become law without signing it

  • Both houses override President's veto
    - or- 

  • One or both houses fail to override President's veto stands
