THE RADIO CONTOLLED LASER
NATIONAL CLASS CHAMPIONSHIPS 2009
Notice is hereby given that the
above sailing event is scheduled to take place as detailed in this Notice of
Race. Entries are invited in terms of this Notice.
1. DATES
Saturday 7th and Sunday
8th November 2009.
2. VENUE
The Durban
Radio Boat Club, Model Yacht Pond at Blue Lagoon Durban, directions to which
may be obtained from the Regatta Secretary.
The Radio Controlled Laser Owners
Association in association with the Durban Radio Boat Club, under the
authority and sanction of South African Sailing.

5. RULES
The Championships will be governed
by ;
The ‘rules’ as defined in
the Racing Rules of Sailing (RRS) for 2009-2012 of the International Sailing
Federation (ISAF) as modified by Appendix E and subject to changes made in
terms of this Notice.

The Sailing
Instructions and any amendments thereof.
Where relevant, precedence shall be given in
the reverse order of listing.
Rule 63.1, 63.3, E3.1 and E5.3 are changed as infringements of Part 2, 3 & 4 will be decided by a Jury performing the function of Umpires who will give decisions on protests immediately whilst racing is in progress.
In terms of Rule 70.5(a) the right
of appeal against decisions of the Jury is denied when the Jury are acting as
Umpires.
7. ADVERTISING
Category C will apply in terms
of the ISAF advertising code RRS Section II Appendix 1 Regulation 20.
Competitors shall comply with the
International Sailing Federation (ISAF) eligibility requirement in accordance
with RRS Appendix 2 Regulation 21 which requires that all competitors shall be
members in good standing of a Yacht Club affiliated to and in good standing
with SA Sailing or their Member National Authority in the case of non-South
Africans. The Yacht Club name and membership details shall be stated on the
entry form. Current valid South African Sailing Membership Cards shall be presented
at Registration.
The Owner shall be a Member in
good standing of the R.C.Laser Owners Association.
9. ENTRIES
Entries must be completed on the
attached official entry form and submitted together with the required entry fee
to the Regatta Secretary at Registration.
Entries will only be accepted at
Registration.
Eligible entries will be accepted
until the close of Registration at the venue. Refer to the clause
“Registration” below.

10. PAYMENT OF ENTRY FEES
Payment may be made by cash or
cheque upon registration.

Proof of payment must be produced
on registration.
All Entry Fees and Class
subscriptions shall be paid prior to the close of Entries and Registration.
Failure to meet this requirement will result in the affected yacht being
recorded as Did Not Compete until such time as the required payment is made.
This changes rule A11 (DNC).
11. ENTRY FORMS
Additional entry forms are
available on request from the Regatta Secretary.
12. SCRUTINY of EQUIPMENT
All yachts
may, at any time during the course of the regatta, be made available for and
pass scrutiny by measurers appointed by the Race Committee, for compliance with
the Class Rules.
13. REGISTRATION
Entries
shall be confirmed by registration with the Regatta Secretary at the venue
between 08h00 and 10h00 on Saturday 7th November 2009 when entries
will close. No entries will be accepted
after the close of registration.
The following documents shall be
presented at Registration:
* Current SA Sailing Membership Card,
*
Current Yacht Club Membership card,
*
Class membership receipt or other proof of membership
Competitors’
names, which do not appear on the relevant official class list for the current
year as having paid the annual class subscription fee for the period, shall pay
the prescribed class membership fee (Adults R60.00 & Youth R10.00) before
registration. Where proof of payment of Class Fees is not available a
competitor shall pay the required class fee to the Regatta Secretary and the
amount will be refunded if proof of prior payment is later submitted.
All fees (entry and class membership) shall be paid before the closing
of entries. Refer to the paragraph “Payment of Entry Fees” above.
14. SAILING INSTRUCTIONS
Sailing instructions will be
available from the Regatta Secretary at the regatta venue upon registration.
15. EQUIPMENT
Yachts shall display the registered number.
16. NATIONAL CHAMPIONSHIP
REQUIREMENTS
In order to qualify as a National
Class Championship the following criteria shall be satisfied;
* A minimum
of ten valid entries have been received no later than the closing time for
entries30 minutes before the scheduled starting time of the first race;
* at least ten finishers in any two races of the series;
* at least four races completed.
17. SCHEDULE OF RACES
A voluntary
briefing of competitors will take place at 10h25 on Saturday 7th
November.
The First
Race of the championship is scheduled to start not before: 10h30 on Saturday 7th
November.
The first race of the day on
Sunday 8th November is scheduled to start at 09h30
There is NO maximum number of
races scheduled but no warning signal will be made after 14h00 on Sunday 8th
November.
18. RACING AREA and COURSES
Racing will take
place on the Model Yacht Pond in the vicinity of Durban Radio Boat Club.
The courses to be sailed will be
set out in the Sailing Instructions.
19. SCORING SYSTEM
The low points scoring system, RRS
A4 will apply in conjunction with the Model Yachting Association Heat
Management System (HMS)
When four races or fewer have been
completed, a boat’s series score will be the total of her race scores.
When five or more races have been
completed, a boat’s series score will be the total of her race scores excluding
one worst score for every five races.
20. ISAF ANTI-DOPING CODE
Testing of competitors may be conducted in terms of the ISAF anti-doping
code contained in RRS Appendix 3 regulation 19.
Declarations in terms of sub regulation 19.10 and requests for
dispensation in terms of sub regulation 19.11 shall be submitted to the SA
Sailing Medical Officer.
Prizes and awards will be
presented at the Prize Giving which will follow as soon as possible after the
last
race.
SA Sailing medals will be presented
to competitors in accordance with the SA Sailing requirements for National
Championships in accordance with the following table and subject to the event
qualifying for National Championship status:
SA Sailing Medals will be awarded
for National Championships, in accordance with the following table
10 to 14 yachts finishing at least
2 races Gold
15 to 19 yachts finishing at least
2 races Gold
and Silver
20 or more yachts finishing at
least 2 races Gold, Silver and Bronze
The National Championship Trophy
will be awarded to the overall winner of the regatta.
Other prizes may be presented at
the discretion of the Race Committee.
22. LIABILITY
Participation in this event is
entirely at the risk of competitors and no responsibility for damage or injury
resulting therefrom will rest with the organising authority, class
associations, or any persons concerned with the conduct of the regatta.

as infringements of Part 2, 3 & 4 will be decided by a Jury performing the
function of Umpires who will give decisions on protests immediately whilst
racing is in progress.
In
terms of RRS 70.5(a) the right of appeal against decisions of the Jury is
denied when the Jury are acting as Umpires.
3. NOTICES TO COMPETITORS
Notices to competitors will be posted on the Official
Notice Board located at the clubhouse.
4. CHANGES TO SAILING INSTRUCTIONS
Any change to the Sailing Instructions will be posted
no later than 09:00hrs on the day it will take effect, except that any change
to the schedule of races will be posted by 18:00 on the day before it will take
effect.
5. SCHEDULE OF RACING
A voluntary briefing of competitors will take place at 10h25
on Saturday 7th November 2009.
The First Race of the championship is scheduled to start at
10h30 on Saturday 7th November 2009.
The first race of the day on Sunday 8th November 2009 is
scheduled to start at 09h30.
There
is NO maximum number of races scheduled but no warning signal will be made
after 14h00 on Sunday 8th November 2009.
6. SEEDING
In the event of entry numbers dictating a need to
split the fleet into two or three heats, in order to fairly seed all
competitors, in accordance with the HMC system, the following procedure will
apply.
All entries will be randomly split into
approximately equal heats by selection of the Race Committee, where known
strengths will be spread between the heat selections.
Each of the first heats sailed will
be scored as an individual “Race”, and points will be awarded for the position
achieved in that heat. (i.e. the first full round will
have more than one winning score.)
The second race of the regatta will then
be sailed under the HMS System as specified in these Instructions, where the
competitors are seeded by their results in the first race. (i.e.: the top half
(or third) placed competitors in each of the first heats will sail in the A
fleet in the second race.)
7. NATIONAL CHAMPIONSHIP REQUIREMENTS
In order to qualify as a National Class Championship the following
criteria shall be satisfied;
* A minimum of ten valid entries have

for
entries 30 minutes before the scheduled starting time of the first race;
* at least
ten finishers in any two races of the series;
* at least
four races completed.
8. RACING AREAS
Racing will take place at the Durban Radio Boat Club
Model Yacht Pond
9. THE COURSES
The
Course will be shown on a diagram affixed to the official Notice Board at least
ten minutes before the start of the first race, and will be communicated
verbally at the competitors briefing.
Any
change of course between heats will be posted on the official notice board no
later than 10 minutes before the next start and will be communicated verbally
to all competitors by the Race Officer.
The
Control Area will be the first eight meters from the edge of the pond between
points 3 meters beyond the windward and leeward marks, or as stipulated by the
Race Officer.
Competitors
shall not use their transmitters to transmit at any time other than when they
are scheduled to race in their allocated heat, without the permission of the
Race Committee. Competitors are required to switch off their transmitters as
soon as possible after removing their boat from the water at the end of their
heat.
Every
transmitter aerial shall be fitted with a blunt/soft end protector, to the
approval of the Race Committee. (This requirement is to prevent injury to
others by your transmitter aerial.)
12. MARKS
All marks will be yellow & white solid plastic
buoys
Races
will be started by using a two minute pre-recorded audio countdown.
The
starting line will be between RCLaser
blue & white stripe inflatable buoys.

THE FINISH
The
finishing line will be between RCLaser
blue & white stripe inflatable buoys
15.
TIME LIMITS
Boats failing to finish within 5 minutes
after the first boat sails the course and finishes will be scored Did Not
Finish. This changes rules 35 and A4.1.
16.
PROTESTS AND REQUESTS FOR REDRESS
Protests for infringements of a rule of Part 2, 3 or 4 will be decided
by a Jury performing the function of umpires who will give decisions on
protests immediately after an incident while yachts are racing. This changes
rules 63.1, 63.3, E3.1 and E5.3.
In terms of RRS 70.5(a) the right of appeal against decisions of the
Jury is denied when the Jury are acting as Umpires.”
RRS E3.1 is replaced with :-
Races will
be umpired. The umpires will be positioned around the Pond while boats are
racing and all umpires' calls shall be made from their positions.
After the
protest of a boat according to rule E5.2, except for rule 14 when damage
resulted from contact, or an umpire’s notification of contact between boats or
breach of RRS 31.1, 42 or 44, the umpire shall as soon as
possible hail one of the following decisions :-
‘protest dismissed’ - No penalty imposed, incident closed;
‘protest refused’ - The protestor did not comply with RRS 61.1(a) as modified by RRS
E5.2, incident closed;
‘penalty to (sail number)’ - One or more boats are penalized;
If an
umpire is unable to distinguish a boat's sail number, he may identify the boat
by description, and then as soon as possible, by sail number.
‘incident not observed’ - The protestor may protest according to RRS E3.1.
A penalized
boat shall take a penalty as provided by RRS 44.2 as modified by RRS E4.4.
When
a boat has gained an advantage by breaking a rule, has broken a rule
deliberately or fails to take penalty when required, or has committed a breach
of sportsmanship, an umpire may impose one or more additional penalties or
report the incident as provided by RRS E3.1.
When an incident involves reckless sailing or RRS 14, the umpire may
report the incident to a protest committee, which may further penalize the boat
concerned. The umpire shall notify this intention to the competitor.
A competitor may protest according to RRS 61.2 as modified by RRS E5.3,
but not for incidents judged by the umpires. If the protest is upheld by the
protest committee, the penalty for breaking rule RRS 31.1, 42, 44 or a rule of
Part 2, except RRS 14 when damage resulted from contact, shall be as defined in
RRS 44.3(c). The penalty for breaking other rules may be any other penalty by
the decision of the protest committee according to RRS 64.1 and E5.8.
There shall be no request for redress or to reopen a hearing or appeals
by a boat arising from decisions or actions by the umpires.
In
addition to RRS E5.9, a competitor may request that the Race Officer grant time
to repair if he/she was sailing in the last heat and is scheduled to race in
the next heat.
A
maximum of 5 minutes repair time may be granted solely at the discretion of
Race Officers, whose decision shall be final and not be subject to protest or
redress.
18. SCORING
The
Low-Point Scoring System as provided in the RRS A4.1 will apply in conjunction
with the Model Yachting Association Heat Management System (HMS).
When four races or fewer have been completed, a boat’s series score will
be the total of her race scores.
When five or more races have been completed, a boat’s series score will
be the total of her race scores excluding one worst score for every five races.
If
the final heat of the final race is abandoned, then the last race will be
abandoned and the previous race will be taken as the final race
19. EQUIPMENT AND MEASUREMENT CHECKS
A
boat or equipment may be inspected at any time for compliance with the class
rules and sailing instructions. Only ’B’ and ‘C’ rigs and sails may be used for
the duration of the regatta. The ‘A’ rig and sail is specifically excluded from
the regatta. Locally manufactured sails
may be used during the regatta but only
those manufactured by Mr P Simons.
20.
AWARDS, PRIZES AND TROPHIES
The
prize giving and closing ceremony will be held at the Durban Radio Boat Club as
soon as possible after the conclusion of the last race.

Sailing Medals will be awarded for National Championships, in accordance with
the following table -

21.
DISCLAIMER OF LIABILITY
Competitors
participate in this Regatta entirely at their own risk. See rule 4, Decision to
Race.
The
Organising Authority including all persons, organisations and their agents
concerned with the conduct of the regatta will not accept any liability for
material damage or personal injury or death sustained in conjunction with or
prior to, during, or after the regatta
