Imagine a door kept by 5 guards. And imagine that thousands of people (people from any horizons) force the passage, without stopping, 24h/24, 7d/7. Behind this door: a maze and all possible and conceivable illicit drugs on earth, only separated by doors without locks, and carrying each one the name of the products. Some are more frequented (and open more easily), others less (and open with more difficulty), nobody controls what it occurs there, but on the other hand, there's a lot of people to show you the way (and who recommand other doors). The guards prevent perhaps 1/10000 every 5 minutes, but, further, they almost all go back in the crowd. And new people are added every hour. In spite of their efforts, the guards will never manage to block the crowd. What do they have to do? To give up and let them pass nevertheless? Or do they have to continue to become exhausted for preventing people to pass? personally, I would choose the first solution, because it is, for me, most considered... And I would add that each part should be supervised and conditioned. Veiled with what I want to compare the fight against drugs in the whole world; useless efforts for unimportant "positive" results.
