The Constitution Of The Licking County 4-H Band


ARTICLE I. NAME
Section 1. The name of this organization shall be the Licking County 4-H Band.

ARTICLE II. PURPOSES
Section 1. To develope an interest and deeper appreciation for fine music through entertainment.
Section 2. To Promote higher musical attainments through entertainment.
Section 3. To encourage good feeling between the youth of the various schools in the county and to raise their social and moral character.
Section 4. To furnish enjoyment.
Section 5. To guide each member into good citizenship through cooperation and social contacts.

ARTICLE III. MEMBERSHIP
Section 1.All boys and girls living in or attneding school in the Licking County school district who are between the ages of 11 and 19 as of January 1st and who are musicians are eligible for membership.
Section 2.Persons not having registered with the county office on or before the date of April 1st are considered associate members. They shall have full privileges with the exception of holding an office.
Section 3.The Director and the Advisors shall withhold the right to attend all club, committe and special meetings and shall have the privilege of discussion but not voting.
Section 4.Members who did not complete a full season are not permitted to be section leader the following year, but are eligible to join.
Section 5.Persons wishing to become members who exceed the age limitation may become associate members with permission of the Director.

ARTICLE IV. OFFICERS
Section 1.The officers of this organization shall be President, Vice-president, one Corresponding Secretary, one Recording Secretary and one Assistant Recording Secretary.
Section 2.The officers shall be nominated at the first meeting of the Council.
Section 3.The officers shall be voted on at the first business meeting of the Band.
Section 4.The election shall be by secret ballot and conducted as prescribed by the By-laws.
Section 5.A music librarian and an Assistant, chosen by the Director, shall remain on the Council the following year.

ARTICLE V. MEETINGS
Section 1. A regualar meeting shall be held once every week at a specified time for the purpose of music rehearsal.
Section 2.A special meeting may be held or a regular meeting may be canceled by the Council upon authorization of the Director whenever deemed necessary.

ARTICLE VI. AMENDMENTS
Section 1.This constitution may be amended by a quorum vote of Council provided the amendment has been signed by one-third of the presently presiding Council.

ARTICLE VII. COUNCIL
Section 1.The object of the Band Council is to discuss and solve the problems of the Band and to plan the activities of the Band.
Section 2.To become a Council Member, one must be chosen by current Council members, New Council members are selected by considering the following traits: dependability, honesty, maturity, charater, and leadership. New Council members are also selected according to their attendance of the current year.
Section 3.In order to be considered for Council, an eligible Council member must have attended 80% of all Band activities during that current year.
Section 4.A person may be chosen for Council during or after his or her second year of membership. He or she must be 15 by January 1st of the year served.
Section 5.Whenever a vacancy occurs in the Council, the vacancy shall not be filed by a replacement to serve the unexpired term of office unless the Council find a replacement necessary.
Section 6.All officers are to serve a one year term of office and are automatically on the Council during their term of office. During their term of office they are to serve as officers of the Council and are on the Council the following year to serve as a member.
Section 7. All Council Members will serve a two year term.
Section 8.Once a Council member has completed his/her second year term on Council, they may serve on Advisory Board. At the end of their first year on Advisory Board, they are eligible for re-election to Council.

ARTICLE VIII. ADVISORY BOARD
Section 1.Band members who continue their membership after two years on Council will be Advisory Board members.
Section 2.The Advisory Board members advise the Council in areas needed and help out with planned activities.

ARTICLE IX. AUTHORITY
Section 1.Since the powers of this organization have been delegated to us by our Director, the Director withholds the right to veto any measure passed by the Band and to take charge of any meeting of this organization, whenever, in his of her opinion, it is necessary to maintain order to uphold the sound principles upon which this organization is founded.

BY LAWS


ARTICLE I. ELECTIONS
Section 1.The Band Council shall select by secret ballot one candidate for each of the following offices:President, Vice-President, one Corresponding Secretary, one Recording Secretary and one Assistant Recording Secretary.
Section 2.These candidates are officially elected when they recieve at least a 50 percent majority vote from the Band.

ARTICLE II. QUORUM
Section 1.An attendance of two-thirds of the members shall constitute a quorum.

ARTICLE III. DUTIES OF OFFICERS
Section 1.The President shall perside at all business and Council meetings.
Section 2.The Vice-President shall act as a member of any committe in an ex-officio capacity and shall take over the duties of the presidency in the event of the President's absence.
Section 3.The Corresponding Secretary shall record all business transacted by the organization.
Section 4.The Recording Secretaries shall record all attendance.
Section 5.The Music Librarian shall be responsible for the order and filing of all music after all concerts and rehearsals.

ARTICLE IV. UNIFORMS
Section 1. The official uniform of the Licking County 4-H Band shall consist of: white trousers, white belt, white shoes, white socks, white long sleeve shirt, kelly green cummerbund, kelly green clip on tie, kelly green sash, and armpatch.
Section 2.The official uniform of the Licking County 4-H Band for the afternoon concerts at the Hartford Fair shall consist of: white golf shirt, white shoes, white socks, white belt, cut off blue jean shorts (Of respectable length).
Section 3.Each band member is required to purchase his or her own uniform.

ARTICLE V. ATTENDANCE
Section 1.In the event that a member is absent from three rehearsals or performances without written excuse, he or she is automatically m oved down one sear in their section. When they have four unexcused, they will be moved down another seat in their section. If they have five unexcused, they will then no longer be considered a member of the Band.
Section 2.In the even that a Council member or Section Leader is absent from three Band evenst without notifying the Director, he or she is automatically moved down one seat in their section. If they haver not notified the Director four times, they will be moved down another seat in their section. If they have not notified the Director five times, the Section Leader will be moved down another chair and the Council member will no longer be considered a member f the Band's Council.
Section 3.All excuses must be signed by a parent unless the member is 18 years of age or older.
Section 4.Excuses must be reasonable and are under the discretion of the Director. (acceptable exuses are work, school band activities, school activity, death in the family, ilness or family vacation.)
