This spell causes the spells target to rethink everything in its life up to the present period before the spell is cast, but then once it reaches this time, it must reflect back upon its past, and so on, as how to best employ its next spell, attack, etc. Thus the target stops to think for an entire round. Thus the spell delays the target for one round or every 2 levels of the caster.
The target receives a saving throw vs. spell to avoid this effect, but they also suffer a –4 to this saving throw, in addition to any other penalties to their saving throws.
The material component for X's timelessness is a "little white lie" (of the timeless kind, like where your parents tell you babies come from, until you are "old enough" to know the truth) written down on paper.
