If it's that important, people will keep calling or leave an urgent message on the answering machine. The only time in your life that you may regret not answering a phone is if someone, a relative or close friend, was dying and requesting your presense at that very moment. How often does that occur?

Frankly anyone who answers the phone when they don't have to, has little reason to complain. And anyone who turns their back on an infant in a tub to answer the phone belongs in jail!
That doesn't give you a license not to be professional, but on the other hand, you are no one's doormat either.
But always remain professional, because you are a professional and they are not. YOU do have less of a reason to be rude, sarcastic or hang up! Plus your company may have to fire you. Call a supervisor over if they get too nasty or swear
As for the media, they are getting people worked for nothing. Do they ever show us not calling at dinner time?
Have a tragic death in your family and who will show up in your bushes the next day, invading your privacy?

* NEEDLESS TO SAY, AS A PROFESSIONAL, YOU SHOULD NEVER SAY TO A CUSTOMER "Why don't you get an answer machine"? That is like trying to put out a fire by pouring gasoline on it! Politely follow your companies procedures and get off the phone when they complain. If they get nastier and nastier, just call your supervisor over.
Exception: If the person is polite and not rude to you, but says something like, "I know you have a job to do and it's not you, but my phone never stops ringing, and it disrupts my life". In that case, you could say, "I know, while I use the phone all day, I just hate to answer the phone, so while I'm eating, etc, I just let my answering machine do it all for me! In my case, it's not to avoid sales calls, it's just I'm tired..."
