One of the twins of destiny, the good twin anyway, Phillip Newland is Earth CA's most powerful psychic and the Multiverse's most powerful magical psychic. He is the son of Charmed One Phoebe Halliwell and her second husband, male witch Liam Newland. His twin brother is the “master of magnetism” of Earth CA. Phillip is also the half-brother of Adam Halliwell AKA Electro. Phillip's very powerful mind has caused all the hair on his head to fall out. Sometime after the crossover, Patrick dropped a house on Phillip, which caused Phillip to become a paraplegic.
Normally shy and withdrew due to his powerful psychic abilities, his predetermined destiny became clear when a powerful U.S. Senator, in league with demons, exposed the existence of magic. The mortal American’s fear of the unknown, in this case of the magical, led to a quasi-holocaust. From the conflicts that followed, two solutions to this problem in the magical community developed. Phillip and his followers choose to try to peacefully use their powers for good and show mortals, that witches meant no harm. Patrick and his followers believed they should use their powers to fight back against mankind and force them to except witches as their superiors.
Soon after, it came time for Adam Halliwell, the President of the Earth CA United States and leader of the magical community to choose a side. However, the half-good, half-evil warlock could not completely choose between Phillip’s good solution and Patrick’s evil solution. Adam’s indecision caused the two sides to split and start a magical civil war. In fact, the Halliwell-Newland family split into two factions, which also cost Adam’s, Phillip’s and Patrick’s sister Alexia her life. Later, Patrick attacked a Witch Interment Center and framed Phillip for it. Phillip willing spent time in prison waiting for his trial, even ignoring attempts by his followers and family, including Adam and Patrick, to break him free. Sometime later, while on vacation to the “witch loving” Caribbean Island of Janosa, Phoebe, Liam and their oldest daughter Patty, were kidnapped by Witch Hunters. To save their family, Adam, Phillip and Patrick had to join together to save them. The events on Janosa ended support by mortal Americans for witch interment, plus the Witch Hunters killed the U.S. Senator who started this whole thing.
Thanks to this, Phillip was given a fair trial and proved that he was not guilty by showing he didn’t have magnetism as a power. Phillip was released from prison and free to be a witch but at the cost of Patrick’s freedom, as he is now a fugitive. To avoid jail, Patrick later escaped to Earth A but was followed by Phillip. Calling upon the Justice League, they helped Phillip capture Patrick to be taken back to Earth CA. Before Phillip and Patrick left, the League allowed Phillip to become their fourth recruit.
