The relevant part of Rule 32 currently reads, "Actions involving the market or beppo can be taken only on even p-weeks. Effects of those actions occur on the corresponding v-week, unless otherwise specified in a specific effect or market item."

I propose to change this to, "Actions involving the market can take place during any p-week. Effects of those actions occur on the corresponding v-week unless otherwise specified in a specific effect or market item."

REWARD FOR VOTING
When a player is found to have voted on at least one proposal during a v-week, but not all of them, ey receives 1 point and 3 beppo. When a player is found to have voted on all of the proposals during a v-week, ey receives 2 points and 4 beppo.
