Current Rules:

1. This email group will be called The Nomes. This game of Nomic will be called Nomic Sidekick Nomic. Any human being may join The Nomes by registering at the website. Any member of The Nomes may play Nomic Sidekick Nomic by first sending an email expressing eir desire to play. [Ahab] The Administrator will then add eir name to the Player Inventory page, and ey must then participate in the game as indicated in the rules.
2. There exists a rule list. The page you are currently viewing is the rule list. It contains a complete list of all rules currently in effect. All players must follow all rules currently on the rule list. Any rules that are not on the rule list do not apply to this game, and need not be followed. Whatever the rule list does not expressly prohibit or regulate is permissable and unregulated.
3. When rules conflict with one another, the rule with the lowest reference number takes precedence, unless otherwise stated in the specific rules themselves.
4. When a player is determined to have broken a rule, whether intentionally or unintentionally, the results of the illegal action will be reversed, if possible, and that player will receive a -10 point penalty.

5. There will be no changes made to the Player Inventory, Market or Rule List unless those changes are mandated by legal occurances within the Nomic.

6. The [Ahab] Player Inventory will contain a complete list of all players. It will be ordered alphabetically according to the names the players request to go by when they join Nomic Sidekick Nomic. If a last name is included, it will be used in alphabetizing. When a new player expresses eir desire to join the game, eir name will be inserted according to where it falls alphabetically.

7. The Administrator will regularly update the rule list and the Player inventory, and the Chair of the Market will regularly update the Market to express the legal and logical results of game actions. When they update the lists, they will each send a seperate email to the group, one (from the Administrator) for the Player Inventory and the Rule list, and the other (from the Chair of the Market) for the Market, describing all of the updates. Once these things have occurred (the lists have been updated and the appropriate emails sent), the changes to the lists go into effect. They do not go into effect until then. Changes to the rule list, Player Inventory and Market effect the present, but not the past.

8. GAMEPLAY

Gameplay generally consists of submitting proposals and voting on proposals. This occurs during p-weeks and v-weeks. Note that all times of day indicated on the Rule List refer to EST (Eastern Standard Time) or EDT (Eastern Daylight Time) during the summer.

A. Proposal-week, or p-week.

A new p-week begins every Monday morning at midnight and ends the following Monday morning at midnight. Each p-week shall be numbered, starting with one and ascending by one. During the p-week, all players may submit up to one standard proposal and one backup proposal (see Rule 38) to be voted on the following p-week (the corresponding v-week), as well as any number of rule fixes as per rule 17c. A player may wish to revise a proposal, and can do so by submitting a new one. By the end of the p-week, the last standard and backup proposal (if any) submitted by each player will be voted on during the following p-week (the corresponding v-week). Between each p-week and the corresponding v-week, the Administrator will email the group a list of all the proposals submitted for that week and whether any are mutually exclusive (see rule 11).

B. Voting-week, or v-week.

Immediately following every p-week, at Monday morning at midnight, there is a corresponding v-week of the same number. It will begin at the same time as a new p-week. Thus, after p-week 1, for example, it shall become both p-week 2 and v-week 1. The v-week doesn't last until the following Monday, like the p-week does. The v-week ends Saturday at 10:00 pm. This gives Andrew the time from Saturday at 10:00 pm to Monday at midnight to update the rule list with new rules/amendments, etc. During v-week x, all players may vote on proposals submitted during p-week x. Any votes on proposals submitted during p-week x that are not submitted during v-week x will not be registered.

9. A PROPOSAL

A proposal is an email providing any number of Rule Change Instructions, which may include:

a. Creation of a new rule (must include a title)
b. Amendment(s) to an old rule
c. Repeal of an old rule
d. Addition or recall of an item to the Market (see rule 33)
e. Markup or markdown of an item's price in the Market (rule 33)
f. Amendment to the description of a Market Item's effects

A proposal must contain the exact wording intended for any new rules, amendments, etc., should they be added to the rule list or market. The proposal must contain reasonably good English grammar. A rule fix is another kind of proposal (see rule 17c).

10. Each new rule is automatically given a reference number when it passes one greater than the previous rule's reference number. When multiple rules pass during a p-week, they are added to the rule list in order of their submission time, from earliest to latest.

11. During every v-week, all players may submit votes on any proposals submitted during the corresponding p-week. The votes may be either "for," "against," or "abstaining." Other words may be used, such as "yes," "no," "yay," "nay," etc., as long as it is obvious what it means. If a player does not vote on a particular proposal during the v-week, or if eir vote is unclear, eir vote is automatically considered to be "abstaining". Players are always assumed to be voting “for” their own proposal, and do not need to state this.

If submitted proposals obviously conflict with one another in such a way that it would defy logic for them to exist simultaneously, then they are considered "mutually exclusive". In this event, only one of them may be accepted, even if they both pass. The first step in determining dominance will be to check the number of votes that the proposals received. The proposal with more "for" votes will be accepted, while all other conflicting proposals will be denied. In the event of a tie for "for" votes, the proposal submitted first will be accepted, while all other conflicting proposals will be denied. When a player's proposal passes but is denied, it does not take effect, but the player who proposed it still receives bonuses as if it had passed normally.

12a. If a proposal receives more "for" votes than "against" votes, and the total number of non-abstaining votes is greater than three, then the proposal passes. If a proposal receives more "against" votes than "for" votes, or if the number of "for" votes and "against" votes is tied, as long as there are at least three total non-abstaining votes, the proposal fails. If a proposal receives less than three non-abstaining votes (including the automatic "for" vote of the submitter of the proposal) during its v-week, it neither passes nor fails, and the submitter receives no rewards or deductions of any kind. It is automatically resubmitted for the following p-week. The submitter then has the option of rescinding and resubmitting as usual if ey wants to.

12b. If any proposals are leftover from the previous v-week, any votes made on them are automatically carried over and resubmitted, unless the voter clearly states that ey wish to change eir vote.
13. If [Nodal Nim] a proposal has passed, the Administrator will make changes to the rule list thus: Ey will copy all new rules and amendments indicated on the proposal in their entirety to their respective places on the rule list, according to their reference numbers. Ey will remove any rules or parts of rules that have been repealed or amended to no longer apply to the game. Ey will then make any other changes to the rule list necessary to express changes in game state that have occurred, and, as described in rule #7, ey will send an email detailing all the changes.
14. When [Nodal Nim] a proposal has failed, the rule change(s) indicated do(es) not go into effect [Nodal Nim] that week.

16. SUBSTITUTE OFFICERS

If an officer anticipates being unable to complete eir Nomic duties for a time, ey can grant another player eir role temporarily, until such time as the original officer is able to return.

17. Judgement and Rule Nullification

A. When a player believes that a rule has been broken, that player may invoke judgement. A player may invoke judgement against any player, including eirself. The player invoking judgement will write an email describing what rule has been broken by whom and how, and then describing game actions that are appropriate to reverse the illegal actions. No other game actions besides reversal of previously-made illegal actions are permitted. This email will be an invokation of judgement. It is not the same as a proposal, but it will be voted on exactly the same way, and it takes effect exactly the same way (along with any special effects listed in the rules that apply only to judgement or rule breakage, including penalties and rewards).

B. When a player believes that a current rule is contradictory or confusing, such that it will not be possible for players to know for certain the appropriate way to follow it, that player may request its nullification until such time as it has been amended to clear up the confusion. Ey does this by email, and, since a contradictory rule will need to be nullified immediately, before the game can continue, the Administrator will determine the validity of the request. Ey will be impartial in his decision, looking objectively at the wording of the rule. Most likely, ey will accept the request for nullification, but this prevents players from inventing contradictions that don't exist in order to nullify a rule for their own advantage. If a player believes that the Administrator has not been fair and objective in eir decision regarding nullification, ey may invoke judgement against the Administrator.

17c. Fixing Nullified Rules

If a rule has been nullified as a result of rule 17a or 17b, any player may propose a solution that fixes that rule. This shall be known as a Rule Fix. A Rule Fix may be proposed in addition to any other proposal that ey have suggested in that p-week. Upon proposing the fix, the rule is immediately voted on by players. A quorum in the case of these rule fixes is deemed to be half (rounded down) plus one of the players who do not have the title 'sillyman'. Once a quorate number of votes has been cast, the proposal either comes into effect immediately, or fails, and is discarded. If a quorate number of votes is not achieved in one week, then the Rule Fix fails and is discarded.

A player that successfully proposes and passes a Rule Fix is deemed to have done a service to the nomic, and is therefore awarded 5 beppo. They do not recieve any other benefit.
18. Players must be clear when they are proposing, voting, invoking Judgement, or doing any other specific task through email by saying so in the subject of their email.
19. All player’s start the game with 0 points. This includes players that join after the game has begun.

20. Winning, Wintitles, and the Reincarnation Machine

Whenever any player achieves any requirement for winning, that player transcends the Nomic and is fed into the Reincarnation Machine. Ey is reborn the following p-week with a new and unique game identity. Ey will have the option of selecting a new name to go by, and ey will be given a Wintitle, chosen by the player. Ey starts anew, with exactly the same commodities as any beginning player would receive, along with the Wintitle. Any one-time-only achievements previously obtained are reattainable.

A Wintitle is a word, colored gold, that shall appear with the name of a reborn player on the Player Inventory to symbollize eir having won. It may follow or preceed the name, player’s choice. It may be used when referring to that player during the game, but just the standard name will also be acceptable. The Wintitle will consist of one word, either selected by the player from any existing lexicon, or invented by the player. It cannot be the same word as the Wintitle of another current player. It cannot be two words, but it can be one compound word (eg. “Grandmaster,” “ExaltedOne,” “sexy-biz-itch” etc.). Each time a player wins the game, ey receives a new Wintitle, which will be added to eir full name on the Player Inventory, inserted where specified by the player.

24. Impossible Tasks

[Nodal Nim] The first player to successfully complete five Impossible Tasks shall win Nomic. The complete list of Impossible Tasks is given below. Nothing that is not on this list shall be considered an Impossible Task. Completing the same Impossible Task more than once does not count as multiple Impossible Tasks.

a. ...getting a new rule passed whose title contains only four-letter words.

b. ...getting a new rule passed whose title and body text contain no instances of the letter "e".

c. ...having a number of points equal to the number of points of every other player in the game totalled. If any players in the game have less than one point, then no players are currently elligible for completion of this task, even if they meet the above criteria.

d. ...getting a new rule passed whose body text is a haiku. A haiku is a poem with three lines. The first line contains 5 syllables, the second line contains 7 syllables, and the third line contains 5 more, bringing the total number of syllables to 17.

e. ...getting a new rule passed with exactly 47 words in it, not including the title or any digits.

f. ...submitting a picture according to rule 25 (Nice 'Pics' Rule) that receives a compliment from every player (not including the active player, of course).

26. "From the Grave"

a. PURPOSE: To provide an opportunity for players trailing in game play to remain competetitive in "Nomic Sidekick Nomic."
b. EXPLANATION: This rule provides an opportunity [Nodal Nim] every time the p-week number is divisible by three for the player who is in last place in the standings for "Nomic Sidekick Nomic" to add five points onto eir score while simultaneously detracting five points from the score of another member of eir own choosing. [Wuntvor] For the scores, only those players are counted who have cast any votes in the last v-week.
c. LIMITS: [Nodal Nim] The player in last place will have until Thursday at midnight of that p-week to execute this option.

d. TIE: If two or more players share an identical last place score, then this option cannot be executed. A player can only execute this option if ey is the sole player in last place in the points standings upon the conclusion of a round.

27. Less Than Eins

28: The Jesus Rule

The player with the highest score shall be referred to as 'Jesus.' Gender does not matter; Jesus may be female as well as male. In the case of a tie, Jesus shall be the player who has the first letter of their first name that is closest to the end of the alphabet; if there is another tie, it shall be the player who has the second letter of their first name that is closest to the end of the alphabet; if there is another tie, it shall be the third letter of the first name used in a similar manner. If this does not resolve the tie, nobody receives the privilege of being called 'Jesus.'

Jesus has the following powers:

A. Because he healed the sick, Jesus may cancel one penalty per calendar month for any player, including eirself. For example, if a proposition does not pass and the player who proposed it receives a -5 penalty, if Jesus wants to, ey may cancel the penalty. If Jesus cancels the penalty of a player that is not eirself, Jesus receives a number of points equal to one half of the original penalty, rounded up.

B. Jesus may turn water into wine. (Don't ask me how to do this, because I currently am not Jesus.)

29. Spivak Pronouns

To elliminate the somewhat cumbersome wording currently required to refer to players whose gender is unknown, Nomic Sidekick Nomic will make use of Spivak Pronouns. These neologisms are new pronouns that take the place of awkward phrases such as "he or she" and "himself/herself" as follows:

subject: he/she becomes ey (or, alternatively, e).
object: him/her becomes em.
possessive adjective: his/her becomes eir.
possessive pronoun: his/hers becomes eirs.
reflexive: himself/herself becomes eirself (or, alternatively, emself).

Players will not be required to use these in new rules, but it will be encouraged.

30 - YOUR RULE YOUR GAIN
For each instance that a violation of a rule created by a Nomic player occurs, its author shall receive a number of points equal to those in the penalty (if included) in the rule. This applies to rules passed after this rule passes, and is not retroactive.

31. Emergency!

In the event of a rule crisis that cannot be solved by current rules other than this one, the Administrator may temporarily take control as necessary. Ey will be fair and objective, and ey will attempt to get the Nomic back on track as quickly as possible. Ey will not use this position to eir advantage, if ey can help it. If a player believes the Administrator has not been fair and objective in eir use of his Emergency powers, ey make invoke judgement against the Administrator.

32. THE MARKET

This proposition establishes a new facet to this Nomic. A new currency system is established. This new type of currency is the BEP, plural, BEPPO. Beppo are used to buy things from the market. (amended by Sheep 5/15/05) Actions involving the market can take place during any p-week. Effects of those actions occur on the corresponding v-week unless otherwise specified in a specific effect or market item. The effects of Market items take precedance over all rules on the rule list. If this proposition passes there is a one time only effect. it is also applied to any new players joining the game.

33. CHANGES TO THE CONTENTS OF THE MARKET:

In the same manner a rule can be amended, the market can be altered. These alterations will fall into four categories. "MARKUPS" "MARKDOWNS" "ADDITIONS" and "RECALLS."

[Nodal Nim] The market can only be changed by the passage of item markups, markdown, additions, recalls, and amendments to descriptions of items' effects. These are example of Rule Change Instructions, which can appear in any proposal (see rule 9). The market has unlimited quantities of all items unless otherwise stated.

Markups increase the price of an item, and markdowns deacrease the price. Additions add an item to the market. Recalls take an item off the market.

Additions must include a name, price and the effects of the item.

The Chair of the Market will maintain the market. Ey will update it at shortly after the announcement of the passages from the previous p-week. Ey will restate each of the changes, and link to the market.

34. PURCHASING FROM THE MARKET:

Purchases are declared during each p-week. In the same email as the announcment of changes to the market, there will be a detailed description of what each player has bought. The Player Inventory will then be updated accordingly, at the begginning of the corresopnding v-week. Players cannot spend more Beppo then they have. Illegal requests will be rejected.

35. THE PLAYER INVENTORY:

There will be created a PLAYER INVENTORY. This will take the place of the listing of players on the rule list, which will be deleted. This a page, seperate from the rule list, lists the amount of Beppo each player has, and any items, and the amount thereof, that each player has. In addition, it lists "any other information deemed important to keep track of publicly," (taken from rule 5). This includes, but is not restricted to, points, impossible tasks, and who is Jesus. It will be maintained by the Administrator and updated at the beginning of each v-week.

36. SILLYMEN AND NEWBIES

When a player first joins Nomic Sidekick Nomic and has not yet voted on any proposals, ey receives the title of Newbie, and sheds the title by voting. Any non-Newbie player who has not voted during the previous 6 weeks gains the title of sillyman unless there have been no proposals in the last six weeks. A person with the title of sillyman loses that title by voting on a proposal.

37. REWARD FOR VOTING

When a player is found to have voted on at least one proposal during a v-week, but not all of them, ey receives 1 point and 3 beppo. When a player is found to have voted on all of the proposals during a v-week, ey receives 2 points and 4 beppo.

38. More Prop Good

Players may make a Backup Proposal once per pweek. Backup proposals are defined in the same way normal proposals are by rule 9. Backup proposals are voted on and can affect the game when passed if and only if there four or less regular proposals from the same pweek. Backup Proposals do not alter the beppo, points or number of impossible acts of the person who made the proposal.

39. Officers of the Nomic

a. Officers of the Nomic exist in order to promote its smooth running, ensuring that it is kept up to date and that rules are enforced properly.

b. Officers shall have the power to make rulings within their defined boundaries, as set out below. However, all rulings are subject to challenge, as per rule 17.

c.

i) The officer for each post shall be elected in the following way. Anyone wishing to stand for a post must enter an application by the end of the p-week in which it becomes vacant. This application shall take the form of an email to the group, and may (but does not have) to include any reasons why that person feels they are best suited to the task. During the subsequent v-week, players vote for the position. In the event that two players receive the same number of votes, the player that first applied for the post shall be declared the winner. The winner of an election immeidately takes up their post, with all the powers associated with it.

ii) For the initial officers, the elcetions will happen as follows. As soon as this proposal passes, players may put their names forward for any post(s). At the end of that p-week, if there is more than one name for any post, then the election is held as described in part ci) In order for the Nomic to run smoothly during this time, Andrew and Ahab shall take temporary control of the posts of Administrator and Chair of the Market respectivley.

d. Anyone may call an election to a post by submitting an email to the group announcing their intention to stand for that post. The subsequent elections continues in the same manner as above.

e. The following posts are hearby created:

i) The Administrator - The Administrator shall be in charge of the smooth running of the Nomic. Eir powers are defined by the rules in the nomic. In addition, the Administrator shall fill the post of any officer which is vacant, until such time as an election is held.

ii) The Chair of the Market - The Chair of the Market will maintain the market. E will update it shortly after the announcement of the passages from the previous p-week. E will restate each of the changes, and link to the market.

iii) The Clerk - The Clerk shall have the power to ensure that all rules conform to Rule 9, ensuring correct spelling and grammar. If the Cleric feels that a rule doesn't conform, e shall have the power the propose a change to that rule. This change does not count towards any propsals ey may have that p-week, and has no reward in points or Beppo. The change is not voted on, but if anyone objects within a week, then it may be altered. At the end of that week, providing there are no objections, the change is passed, and alterations made.

f. Initially, the post of Administrator shall be held by Nodal Nim. The post of Chair of the Market shall be held by Ahab. Anyone wishing to challenge this may call an election in the manner described above.

g. All current references to 'Andrew' or 'Nodal Nim' within the rules shall be amended to read 'The Administrator', and all current refernces to 'Ahab' to read 'The Chair of the Market'.

h.

i) A player may resign any office, apart from that of Administrator, at any time. As soon as they do this, an election is held in the way described in part c.

ii) The Administrator may only resign after serving two weeks notice. This will allow alternative transitional arangements to be made.

iii) If the post of Administrator remains unfilled for four weeks, then the game is deemed to be unplayable. Therefore the person who has the highest points total at the end of that period is declared the winner.
