Protoman is the first robot Dr.Light made. If you notice by his name Protoman he was a proto type of the new megaman to come. So then megaman and him where called brothers. If you ever seen him without his helmet on he looks EXACTLY like megaman. The only thing thats different on him is that he has a plasma buster but Dr.Light changed that and gave him a Mega Buster.
