Another possiblity: The semantics of the jedi profession are not in play yet. The reason why it will take some time is because SOE devs have not had the time to really get a handle on clear code. Evidence in this is in every pathing issue, every exploit that makes it past the next patch (and the next patch, and the next), and of course the broken quests.

My guess is that there are several quests that are necessary either to open the slot or for post slot training. I would also guess that the majority of these are broken right now possibly on purpose until after the jedi testing is near completion.
