All hats come with their own unique heads. Download the zip files to your c:/Program Files/Maxis/The Sims/GameData/Skins folder.
I made the children heads smaller and more toddler looking for your very young Sims. You can see the comparison above. For the boy, I warped the C001MC_ave mesh. For the girl, I warped the C002FC_Lisa mesh.
