You must use HomeCrafter which can be downloaded here to install these. I figured this is the easiest way to do it then, you can name it what you'd like and the price that you prefer.
I've decided to make all new floors downloadable. So it's easier for everyone. Well, except me, it's just more work for me, but I don't mind. I need to keep occupied.
