Martial Law was proposed as an alternative ruling for play when insufficient numbers are available.
Martial Law is Civil Disorder with "defensive only support" for it's units.
The idea is that the reader of the orders (prior to reading all orders including his own)
will announce the supports of the countries in Civil disorder.
The countries units may NOT move, nor offer support to any other countries units.
The intent is to reduce the ease with which a 'neutral' country can be over-run.
