A last desperate attempt by the EA to fight against the Minbari, several all but destroyed Hyperions from the war front were quickly (and poorly) upgraded to be able to fight the Minbari with brute fire power, hoping to merely survive to get into range to fire off its weapons load. It was generally a suicide ship, and none survived the Earth/Minbari War.
