"control as restriction (as upon flow (of stream)) as applied as in "ctrl. of excess, then applied further as in "ctrl. of rumors, etc. -- ? Actually, if "comptrolare" was, originally, an accounting term, then the co-mingling of its sense in terms of money or water with the sense of restriction on information may have occured very early on.
