To stop the background from scrolling use the bgproperties attribute in the body tag
<body background="backdrop.jpg" bgproperties="fixed">
or use this embedded style sheet to stop the background image from scrolling
if you are using Internet Explorer try scrolling the page and see the background remain stationary whilst the rest of the content moves
both of these methods only work for internet explorer, other browsers 'see' the background scroll with the rest of the page
