Orders to torture Archie Davis were reportedly given by CAPTAIN HEMPHILL. At the very least, she turned her head while the unbelievably inhumaine abuse went on for at least 10 days.

Much of the physical abuse Hemphill ignored (at the least) is attributed to AGERTON. It is reportedly he who came into work an hour early to make the announcement over the speaker, "Say your prayers, Archie Davis, because today is the day you die." He is the 'officer' who is reported to have entered Archie's cell with the oversize flashlight that may have been the instument used to bash Archie in the back of the head.

The story is sick enough to astound even employees of the prison, as one OFFICER WRITES. The case has been filed against the DOC by Archie's Mother as of July 2003.

TALLAHASSEE

A federal jury in Tallahassee on Tuesday awarded a state prisoner $40,000 in damages after finding that a correctional officer was negligent when the man was sexually assaulted. Richard Kemner was being held in the Wakulla Correctional Institution in 1998 on a burglary conviction - his first offense, court records show. He complained to Capt. Reba Hemphill that he was being sexually harassed by other inmates and asked to be moved. Hemphill did nothing, Kemner's suit contended, and he later was raped in his cell. Clyde Taylor, Kemner's attorney, said the state may pay the award because Hemphill is a state employee.

CERTAIN GUARDS like  CROY, CPT. ADAMS, HAMPTON, CRAIG, PAINTER, GIBSON, CAPT. KING, HEMPHILL, MESSER and JETERS appear to have serious personality flaws that cause them to harbor a great deal of anger and hatred.  They appear, to those of us out here who have been watching them for a long time, to get their job satisfaction administering abuse to people who are not allowed to fight back nor defend themselves. These are not the traits of professional employees: Their behavior is cowardly and the families are sick of it!

"There are good officers, but there is one, a highly exalted one if I might add, who, like many of the DOC employees, deserves to be called guard or guard dog rather than 'officer'.  Many of them, including him, call us 'scum' and they really think and feel we are."

There are employees of higher rank in your institution, including ASST. WARDEN WATSON, RYLES AND OF COURSE, the always present and most offensive, COLONEL COLSON, who all appear to COVER for the criminal guards and even ENCOURAGE their behavior.  We'll probably never know how many grievances have been tossed to cover their abuse of proper rules and procedures.

"That's because in them is such a hateful nature towards prisoners. You can see the glow in their faces, and the gleam in their eyes when we're being abused, or done wrong. They're like sharks engaged in a feeding frenzy. They all gather to feed and satisfy their sadistic souls and laugh at our hardships and troubles."

I admit to a certain element of prisoner who is reprobate in his mind or soul. I have to wonder if this kind of prisoner was this depraved when he arrived in the system, or, as in the case of the writer of the following, is slowly being taken deeper and deeper into the heights and depths of anger, bitterness, hatred, rage and all out disgust for what is called the FDOC and its components.

"This wearing away or shaving of my conscience, heart, mind and soul is being done by the staff of the FDOC and their casual and callus attitude towards us, the prisoners, or as they prefer to call us "the inmates".  Inmate is a misnomer.  I am no one's 'mate'.  I am a convict. I was convicted of a crime. I am paying my time. But me paying my debt is not enough to those in charge, and it especially is not to those under them."

Some of the guards working at Wakulla seem to feel prisoners should be deprived of everything, even those moments in life that mean so much to their rehabilitation.  They are creating their own danger when they take away all incentives to good behavior.  Surely you will not let this continue?

"They've deprived us of everything, including decent medical treatment, decent food, even a life of peace. They are trying to whittle down our mail, and, Oh, NO WORSHIP SERVICES are allowed here AS PER CAPT KING. Some of the officers, have a heart and feel that we the prisoners, are being deprived of enough already.  Gone are our friends, family, freedom, autonomy, food, life and all it's perks.  What do we have left to 'rehabilitate' for? They're trying everything they can to cause a riot in here.  So they can have this turned into a control movement camp or a CM camp maybe."

They took something like 20 men out of the dorm Feb. 26th, last Wednesday night.  I'm not positive what's going on yet, but I do know they have been drug testing a lot of your prisoners recently. They 'piss test' certain of the prisoners quite often, shake them down, etc. Don't you wonder where this large an amount of drugs are coming from?  Can't be this much being brought in through the visiting park! We have a lot of info that suggests there are drug running guards at Wakulla. Have you checked  Watson or Messer lately? Maybe your guards need a surprise 'piss test'?

"We, the prisoners, will take administrative lie detector tests, stress tests, whatever we have to do to prove ourselves."  

The previous warden, Willie Norwood, was ineffective and wouldn't or, being black in North Florida, more likely couldn't stand up to them.  We pray that you will not allow these things to continue.  We will help you all we can by reporting the errant behavior of your subordinates. We do have guards at your prison helping. The rest has to be up to you, so we must urge you to govern yourself accordingly.  Kay Lee

WE REMEMBER that the prisoner is the sole provider of job security for prison employees. Is that why unprofessional guards are trying to make sure prisoners are sicker when they leave than they were when they got there? Does sending them out with PTS syndrome have anything to do with the recidivism rate?
