Historical Information: This facility was established in 1976 to house 272 minimum and medium custody youthful offender male inmates. In 1988 the mission was changed to house adult males and in 1994, it was reverted back to housing youthful offender males, ages 14-18. It is designated to accept minimum, medium, close custody and limited medical grade inmates. Hillsborough C.I. provides academic, vocational and self-betterment programs.

I read your info on the cold feet issue, and I will say this, “At Hillsborough C.I. we barely have enough clothes let alone bed linen for inmates.” So you see it is just not clothes it is also bed linen. I will say more but on this one, you cannot use my name or e-mail. I see how the food from “ARAMARK” has had rat dropping and dead mice in left over food and all the person from the “ARAMARK” food service did was scoop out the droppings and mix the old grits with new grits and served it to the inmates. It gets worse, I tell you it is bad at Hillsborough due to the fact they are youthful offenders and really do not know how to write these things up.

Any sex between inmate and guard is considered rape because the guard, like a child's parent, has undue control and influence over the inmate. It will be interesting to see what kind of sentence Ex-officer Hall serves.  Kay Lee
